The Argentinian judicial authority rules out Islamic lead

According to the findings of the Argentinian Supreme Court the terrorist attacks in Buenos Aires in the early nineties including one directed against the Israeli Embassy were definately not the work of Islamic suicide bombers and they are now pursuing an Israeli lead.

Les États-Unis voudraient utiliser le souvenir des attentats de Buenos Aires de 1992 et 1994 pour étoffer leur dossier contre les musulmans chiites. La plupart des encyclopédies continuent en effet à attribuer ces massacres au Hezbollah ou à l’Iran. Mais ces accusations ont fait long feu, la Justice argentine s’est orientée entre temps vers une piste israélienne. Du coup, Washington fait pression pour geler une enquête qui devient gênante.

The US would like to exploit the memory of the terror attacks in Buenos Aires of 1992 and 1994 to bolster their dossier against Shia Muslims. Most sources continue to attribute these massacres to Hezbollah or Iran.. But these accusations have fizzled out and , meanwhile the Argentinian Justice Department is following up an Israeli connection. Immediately, Washington is pressing to halt an investigation which is becoming embarrassing.( See full-story below)

Pour étoffer ses accusations contre le « croissant chiite » (Iran, Syrie, Hezbollah libanais), Washington a décidé de verser au dossier les attentats commis à Buenos-Aires au début des années 90. Il est en effet communément admis dans les pays atlantistes qu’ils furent l’œuvre de terroristes musulmans.

To bolster its case against the “Shiite crescent” (Iran, Syria and Hezbollah), Washington has decided to add to the dossier the terror attacks carried out in Buenos Aires in the early nineties. It is generally accepted in the Anglo-American sphere that these attacks were the work of Muslim terrorists.

Or, cette version des faits a été entre temps démentie par la Cour suprême argentine qui s’est, au contraire, orientée vers une piste israélienne. Une opération a donc été montée par les néo-conservateurs pour renverser le cours des choses. À la suite d’une réunion qui s’est tenue à Washington en mai 2006 et à laquelle ont participé deux hauts magistrats de Buenos-Aires, de fortes pressions ont été exercées à la fois sur le gouvernement et sur la justice argentine. En réplique, un groupe de citoyens argentins conduit par le docteur Oscar Abdura Bini [1] vient de porter plainte devant le Tribunal de Grande Instance de Buenos-Aires nommément contre l’American Jewish Committee [2] et les procureurs Nissman et Martinez Burgos pour entrave à la Justice.

Meanwhile, this version of events has been dismissed by the Argentinian supreme court which is now following up an Israeli connection. The neo-conservatives have, therefore, mounted a damage limitation exercise. Following a meeting in Washington in May 2006 at which two senior judges from Buenos Aires were present, strong pressure was applied against both the Argentinian government and judicial authorities. In response, a group of Argentinian citizens lead by Dr. Oscar Abduri-Bini has issued a legal indictment before the Buenos Aires High Court against the American Jewish Committee and the prosecutors Nissman and Martinez Burgos for obstruction of justice.

Pour comprendre les enjeux de cette polémique, souvenons-nous de ces attentats.

Le 17 mars 1992 une violente explosion détruisait l’ambassade d’Israël à Buenos-Aires et endommageait gravement une église catholique et une école adjacentes. 29 personnes furent tuées et 242 autres furent blesses.

To understand what is behind this polemic, let’s recall those terrorist attacks. On the 17th march, 1992 a powerful explosion destroyed the Israeli Embassy in Buenis Aires a seriously damaged an adjacent Catholic church and school. 19 people were killed and 242 were injured.

Dans un premier temps, l’enquête s’orienta sur la piste islamique. L’attentat avait été commis par un kamikaze palestinien utilisant une camionnette bourrée d’explosifs. Il aurait appartenu au Jihad islamique et aurait voulu venger l’assassinat par Israël du leader du Hezbollah libanais cheikh Abbas al-Musawi et de sa famille. L’opération aurait été préparée par un groupe de Pakistanais et coordonnée par Moshen Rabbani, l’attaché culturel de l’ambassade d’Iran. Ce dernier fut d’ailleurs interpellé, quelques années plus tard, en Allemagne avant d’être relâché faute de preuves.

In the first instance, the enquiry leant towards an Islamic connection. Apparently, the attack had been carried out by a Palestinian suicide bomber driving a van stuffed with explosives. He allegedly belonged to Islamic Jihad and wished to avenge the assassination by Israel of the leader of Hezbollah in Lebanon, Sheik Abbas Al-Musawi and his family. It is claimed that the operation was prepared by a group of Pakistanis and coordinated by Moshen Rabbani, the cultural attaché at the Iranian Embassy. The latter was subsequently arrested some years later in Germany but released due to lack of evidence.

Le 18 juillet 1994, une seconde explosion dévastait l’immeuble de l’Association mutelle israélite argentine (AMIA) faisant 85 morts et plus de 300 blessés.

On July 18th 1994, a secong explosion devasted the AIMA ( The Israeli-Argentinian Mutual Association) building, killing 85 and wounding 300.

L’enquête initiale s’orienta également sur la piste islamique. L’attentat aurait été commis par un kamikaze de 29 ans, Ibrahim Hussein Berro, conduisant un véhicule piégé. Quelques années plus tard, un mandat d’arrêt fut lancé contre Imad Mugniyah, un membre du Hezbollah libanais ; puis l’ancien ambassadeur d’Iran en Argentine, Hade Soleimanpour fut interpellé au Royaume-Uni et relâché faute de preuves.

This enquiry alos favoured the Islamic hypothesis. It was alleged that it was carried out by Ibrahim Hussein Berro, 29, a suicide bomber driving a car full of explosives. A few years later, an arrest warrant was issued aginst Imad Mugniyah, a member of Hezbollah in Lebanon ; then the former Iranian embassador to Argentina, Hade Soleimanpour was arrested in the UK and released due to lack of evidence.

Tous ces éléments, qui paraissent être des conclusions définitives, sont reproduits depuis des années dans toutes sortes d’encyclopédies. Pourtant, aucun jugement n’est venu les confirmer. Pis, les enquêteurs ont progressivement déconstruit des versions qu’Israéliens et États-uniens leur avaient glissées à l’oreille pour en arriver à une hypothèse radicalement contraire : les deux attentats auraient été commis par des agents israéliens pour casser l’antisionisme de la communauté juive argentine. Les valses-hésitations des enquêteurs doivent être replacées dans le contexte politique mouvementé de leur pays, où les gouvernements et les insurrections se sont rapidement succédés. À ce jour aucun jugement définitif n’ayant été rendu dans aucune des deux affaires, chacun peut donc tirer les conclusions qui l’arrangent en se référant à des actes contradictoires de procédure.

All these allegations have been repeated for years in various publications as being definitive conclusions.. However, none of it has ever been confirmed. What is worse, the investigation has gradually discredited the version which Israeli and US sources had encouraged them to adopt, to arrive a radically different hypothesis according to which the two bombings were carried out by Israeli agents to counter the anti-Zionism of the Argentinian Jewish community. The contradictions and hesitations within the enquiry have to be understood within the context of the developing political situation inside Argentina which has seen a succession of revolutions and changes of government. To this day there is no definitive judgement on who was behind the bombings, each party being able to choose the conclusion which most suites them backed by one or other thread within the investigation.

Quoi qu’il en soit, le moins que l’on puisse dire est que la piste du terrorisme musulman ne tient plus la route et que les néo-conservateurs font tout ce qu’ils peuvent non pas pour débloquer les enquêtes, mais pour les enterrer définitivement.

Le juge d’instruction Alfredo Horacio Bisordi a témoigné sous serment à huis clos, le 5 mars 2002, à propos du premier attentat devant une commission d’enquête parlementaire. Le Réseau Voltaire a pu se procurer le script de cette audition.

Whatever the case may be, the least that can be said is that the Islamic hypothesis no longer holds water and that the neo-conservatives are doing everything in their power not just to obstruct the investigation, but to bury it definitively. The investigating judge Alfredo Horacio Bisordi has testified under oath, behind closed doors, before a parliamentary commission of enquiry concerning the the first terrorist attack. Voltaire Network has been able to obtain a transcription of this hearing.

Selon le juge Bisordi, le commissaire Meni Battaglia dirigea l’enquête sur l’attentat contre l’ambassade. Il était secondé, à titre non-officiel, par un béret vert de l’ambassade des États-Unis (non identifié) et par le chef de la sécurité de l’ambassade d’Israël, Ronie Gornie, tous deux disposant prétendument d’une longue expérience de ce type d’attentat au Proche-Orient. Sur les conseils de ces « experts », le commissaire adopta immédiatement l’hypothèse de la voiture piégée et consigna avoir retrouvé des morceaux épars du moteur d’une camionnette Ford 100.

According to Bisordi, police commissioner Meni Battaglia lead the enquiry into the embassy bombing. He was seconded, in an unofficial capacity, by an unidentified Green Berry from the US embassy and by the head of security at the Israeli Embassy, Ronnie Gornie, both of whom supposedly had long experience investigating this type of terrorist attack in the Middle-East. At the advice of these “experts”, the commissioner immediately adopted the Islamic hypothesis of a car bombing and claimed to have found the scatterd remains of the engine of a Ford 100.

Il ne fut pas possible d’établir la liste exacte des victimes car il s’avéra que la liste des diplomates israéliens accrédités ne correspondait pas à la réalité du personnel de l’ambassade sans que cette différence puisse être expliquée. Le commissaire Battaglia s’opposa au juge Bisordi, qui souhaitait faire autopsier les victimes, au motif que cela n’apporterait pas d’éléments nouveaux. Le juge insistant, le Grand rabbin d’Argentine s’y opposa à son tour au motif que, dans le cas des victimes juives, il s’agirait d’une profanation. Il ne fut en définitive procédé à aucune autopsie.

It was not possible to establish the exact casualty list of the bombings since it turned out that the list of accredited Israeli diplomats didn’t correspond to that of the actual embassy personnel and this anomaly couldn’t be explained. Commissioner Battaglia opposed Judge Bisordi’s wish to hold autopsies claiming that this would provide no new evidence. The judge insisting, the Chief Rabbi of Argentina in turn voiced his opposition claiming that, for the Jews, this would be a profanation of the dead. There was no autopsy.

Le magistrat s’interrogeait sur deux points : pourquoi avoir attendu que l’ambassade soit vide pour l’attaquer alors que, quelques heures plus tôt, on y recevait en grande pompe une centaine de personnalités juives ? Et pourquoi recourir à un kamikaze alors que cela n’était pas nécessaire pour jeter la camionnette sur l’ambassade ?

The judge questioned two aspects of the case : why wait until the embassy was empty before attacking when a hundred Jewish dignitaries were about to be received at the embassy with great ceremony? And why use a suicide bomber when a car bomb would have been sufficient.

Manifestant de plus en plus de scepticisme sur la version que l’on essayait de lui imposer, il reçut la visite du directeur adjoint des services secrets (SIDE), le docteur Gerardo Conte Grand. Chargé de lui faire entendre raison.

Showing more and more skepticism about the version that was being imposed on him, he was visited by the director of the secret services(SIDE), Dr. Gerardo Conte who was under instructions to make him see reason.

De plus en plus soupçonneux, le magistrat fit irruption à l’improviste au commissariat lors de l’interrogatoire d’un témoin-clé : un chauffeur de taxi qui attestait avoir raccompagné un groupe de musulmans à l’aéroport juste avant l’attentat. Ceux-ci lui auraient dit qu’il fallait quitter rapidement le quartier avant qu’il ne se transforme en enfer. Le juge Bisordi interrogea lui-même le témoin qui croyait avoir à faire à une personne aussi complaisante que les policiers. Le chauffeur de taxi refusa de décliner son identité et se présenta comme « l’homme d’Israël ». Il revendiqua être colonel de Tsahal et avoir combattu durant la Guerre des Six jours.

Ever more suspicious, the judge burst unexpectedly into the police commissariat during the interrogation of a key witness : a taxi driver who claimed to have taken a group of Muslims to the airport just before the explosion. They allegedly told him that it was necessary to get out of the area quickly before it turned into an inferno. The judge himself questioned the witness who believed he was dealing with someone as accommadating as the police. The taxi driver refused to give his identity and described himself as a loyal Israeli. He claimed to be a colonel in the Israeli Army and to have fought in the Six Day War.

Les éléments relatifs à la seconde enquête sont tout aussi édifiants avec notamment un vrai-faux policier israélien qui se promène comme chez lui dans les commissariats et les prisons argentines, et procède à des interrogatoires hors procédure et à des pressions sur les témoins. Prié de s’expliquer devant la justice argentine, l’homme a disparu. Le gouvernement israélien, après avoir nié son existence, a finalement reconnu l’employer, mais s’est opposé à son audition.

The second enquiry reveals some equally edifying details such as an “Israeli police officer” who makes himself quite at home in Argentinian police stations and prisons, questions people outwith normal procedures and brings pressure to bear on witnesses. Asked to explain himself before an Argentinian court, he has disappeared. The Isreali government, after denying his existence, finally admitted he was one of their employees but refused to allow him to testify.

La Cour suprême s’est réunie à huis clos pour examiner diverses pièces de procédures. Elle a validé des investigations scientifiques établissant de manière formelle que, contrairement à ce qui avait été admis au départ, il n’y avait pas de véhicules piégés conduits par des kamikazes, mais que les explosifs avaient été installés dans les bâtiments, aussi bien à l’ambassade qu’à l’AMIA.

The supreme court met in private sessionto examine various espects of the conduct of the case. It formally accepted scientific findings which established that, contrary to that which had been originally claimed, there were no car bombs driven by suicide bombers, but that, rather, the explosives had been placed in the buildings themselves, both the embassy and the AMIA.

Tout ce qui a été dit sur l’origine des véhicules et leurs conducteurs est donc invalidé.
Au lendemain de cette audience, le porte-parole de l’ambassade d’Israël à Buenos-Aires a déploré ces conclusions et accusé les juges de la Cour suprême d’antisémitisme.

Everything that had been claimed about the vehicles and their drivers was therefore deemed to be false. The day after this session, the spokesman for the Israeli Embassy in Buenos Aires deplored these conclusions and accused the Supreme Court of anti-semitism.

Il faudra certainement encore beaucoup d’indépendance et de persévérance à la justice argentine pour élucider complétement ces affaires. Au demeurant ceci suscite quelques commentaires.

A lot more independence and perseverance will be required by the Argentinian judicial authorites to elucidate completely this case.In the meantime, let's focus on certain aspects of the affair.

Il est étrange qu’il faille une dizaine d’années pour se rendre compte qu’un attentat a été réalisé en plaçant un explosif dans un bâtiment et non avec un véhicule kamikaze. J’observe au passage que dans l’enquête actuelle sur l’assassinat du Premier ministre libanais Rafic Hariri, la thèse de la camionnette piégée qui était considérée comme certaine par l’envoyé spécial de l’ONU Detlev Mehlis, n’est plus qu’une hypothèse de travail pour son successeur.

It is strange that 12 years are needed to establish that the explosives were in the building and that it was not a suicide car bomb. I would observe in passing that in the ongoing enquiry into the assassination of the Lebanese president Rafic Hariri, the hypothesis of car bomb which was taken as given by the UN special envoy Detlev Mehlis, is only a working hypothesis according to his successor.

En quatorze ans, de nombreux experts occidentaux ont rédigé des ouvrages sur le terrorisme en raisonnant sur une interprétation erronée des attentats de Buenos-Aires. Ils ignorent ou feignent d’ignorer les progrès de l’enquête argentine, ce qui est soit un signe d’incompétence, soit de mauvaise foi. Ils s’accrochent aux conclusions de leurs raisonnements alors que les prémisses en sont fausses.

For 14 years, numerous Western experts have based their work on terrorism on an interpretation of the Buenos Aires attacks which has turned out to be false.
Il est pénible de constater que les enquêtes judicaires sur les grands attentats terroristes imputés aux musulmans sont inachevées, qu’il s’agisse de Buenos-Aires, de New York, de Bali, de Casablanca, de Madrid ou de Londres. D’autant que cela n’empêche guère les gouvernements néo-conservateurs et leurs « experts » d’en tirer des conclusions générale.

It is lamentable to be able to assert that all the enquiries into the terrorist attacks imputed to Muslims are inconclusive , whether it is a case of Buenos Aires, New York, Casablanca, Madrid or London. Although that doesn’t prevent the neo-conservative governments and their “experts” from drawing sweeping conclusions.

Les États-Unis ont l’habitude de modifier rétrospectivement l’attribution d’attentats dont ils furent victimes, de manière à accuser leur adversaire réel ou fabriqué du moment. Ils envisagent maintenant de réécrire l’Histoire jusque chez les autres.

The US has a habit of modifying retrospectively the perpetrators of terrorist attacks against themselves according to their real or imagined adversary of the moment. Now they are rewriting the history of other peoples' terrorist attacks.

Enfin, il convient de se montrer vigilant face aux va-t-en-guerre qui évoquent mensongèrement les attentats de Buenos Aires pour qualifier tel parti ou tel gouvernement de « terroristes » et appeler à son éradication.

Finally, it is advisable to be vigilant with regard to warmongers who want to evoke the Buenos Aires attacks in order to categorize some or other group or government as “terrorist” and call for their eradication.
