They were the foster parents of small White and Sabrina, but perhaps for those from the top takes care of children and to give them a home, the term “parents” is not worth much. Because the two girls in a family had found, were Tiziana and Mauro, it was dog Toffee, who for four years has grown up with them, there were the house, the toys and friends that will never see more. The hope of this couple is to get back their daughters, because the pain of having lost, the thought that they can suffer destroys it. Bianca and Sabrina were loved and raised by Needle for 4 years but then separated, taken each from a family.

The anger of Mauro and Tiziana is strong almost as much as the pain because their family has been destroyed, and they did it without warning, without the possibility that they were the two of them to adopt the small. The time had expired, there was no time for spouses Irons to start the whole process for addottarle. But what time are we talking about? Why not have them warned, because there is more time, why rip off the girls to their life finally serena? "Bianca, Sabrina. If you are reading it is because we have been looking for. I apologize because I'm making it public is a pain that should be eaten in private, but this is the only way I have to hope that one day we will be able to review or just feel. Wednesday, 15 June 2016, the social services, they called us to let us know that the judge had issued the new measures. If it is true (as it is true) that you are not father and mother just because you bring children into the world, but only if it is proved in practice, every day, to know how to love and to grow properly, we ask the italian Minister of Justice that justice is done, and the girls Bianca and Sabrina could return from their family, Cardile Tiziana and Mauro Ferri.

Diamo notizia che nella giornata di ieri, lunedì 27 giugno 2016, l‘On.le Beatrice Brignone (che ringraziamo per la sensibilità) ha presentato l’interrogazione parlamentare che riportiamo di seguito:

  BRIGNONE, CIVATI, ANDREA MAESTRI, MATARRELLI e PASTORINO. —Al Ministro del lavoro e delle politiche sociali, al Ministro della giustizia. — Per sapere – premesso che:
con la legge 19 ottobre 2015, n. 173, è in vigore il nuovo ordinamento sulla continuità affettiva che introduce una corsia preferenziale per le adozioni da parte delle famiglie che hanno avuto in affido minore in stato di abbandono e adottabilità;

pertanto, il tribunale per minorenni ha il dovere di tenere conto dei legami affettivi significativi e del rapporto stabile e duraturo consolidatosi tra il minore e la famiglia affidataria, prima di decidere i genitori adottivi dei minori in stato di abbandono. A tal fine, dovrà essere obbligatoriamente acquisito parere dei servizi sociali;
è notizia di questi giorni, apparsa su molti quotidiani e giornali on-line, che due bambine, Bianca e Sabrina, in affido da quattro anni a una coppia di genitori aspiranti all'adozione delle stesse, Tiziana Cardile e Mauro Ferri, dovranno separarsi per sempre poiché i servizi sociali di pertinenza hanno comunicato ai genitori affidatari la dichiarazione di adottabilità delle minori;

entrambe le bambine sono state quindi separate tra loro immediatamente e dai genitori affidatari poiché per loro è stata trovata una nuova famiglia che le ha adottate definitivamente;
i genitori affidatari – dichiarati idonei all'adozione – dal tribunale per i minorenni di competenza dichiarano di aver appreso dell'adozione all'improvviso, senza essere stati avvertiti, se non attraverso una telefonata dei servizi sociali di competenza territoriale con la motivazione che il tempo a disposizione per procedere all'iter burocratico per la richiesta di adozione definitiva da parte della coppia affidataria è terminato e stabilendo che non potranno più incontrarle;
la madre adottiva, Tiziana Cardile, ha reso pubblica la situazione con un post su un social network rivolgendosi alle bambine Bianca e Sabrina al fine di sensibilizzare l'opinione pubblica per quanto incredibilmente successo;
ci si chiede se – considerata la legge in vigore dal 2015 concernente la continuazione d'affettività – per il caso narrato in premessa sia stata applicata nella sua totale correttezza;

sarebbe opportuno intervenire urgentemente per evitare la separazione delle due bambine cresciute in uno stesso nucleo famigliare di genitori affidatari, con le conseguenze psicologiche che tale decisione dei servizi sociali provocherà per le minori;

come prevede la legge n. 173 del 2015, il tribunale dei minori avrebbe dovuto procedere all'l'audizione delle minori nel loro interesse;
ad avviso degli interroganti sono stati violati i diritti dei genitori affidatari e delle stesse bambine poiché il minore in affido è legittimato a intervenire in tutti i procedimenti civili in materia di responsabilità genitoriale, affidamento e adottabilità –:

di quali elementi disponga il Governo in relazione alla vicenda di cui in premessa, se risultino casi analoghi a quello sopra esposto e se sia stato compiuto o si intenda promuovere un monitoraggio in ordine alle più rilevanti criticità che riguardano il sistema delle adozioni;
se si intendano assumere iniziative normative per evitare che episodi come quello sopra descritto possano ripetersi.
