Parliament is the supreme legislative body in India which comprises of the President and the two Houses-Lok Sabha (House of the People) and Rajya Sabha (Council of States). The President has the power to summon and prorogue either House of Parliament or to dissolve Lok Sabha.
Lok Sabha is composed of representatives of the people chosen by direct election on the basis of the adult suffrage. The maximum strength of the House envisaged by the Constitution is 552, which is made up by election of up to 530 members to represent the States, up to 20 members to represent the Union Territories and not more than two members of the Anglo-Indian Community to be nominated by the Hon'ble President, if, in his/her opinion, that community is not adequately represented in the House. Lok Sabha is the active part of Indian Parliament and people elected by direct votes for this house where as council of states members Rajya Sabha are elected by the elected members of State Legislative Assemblies in accordance with the system of proportional representation by means of single transferable vote.
If a person defeated in direct election Lok Sabha then he can not be elected for Rajya Sabha for a particular period said Naresh Kadyan because Ajay Singh Chautala defeated twice Lok Sabha elections from Bhiwani in Haryana but elected for Rajya Sabha enjoying same status where as at present congress party have majority in Haryana assembly might be do not have faith in Ajay Chautala but he is representing in upper house needs attention, amendments. People used to do easy politics via entry in Rajya Sabha using their good connections or they changed their loyalty to enter in upper house.
