Evian: Proposal from contrex

contrex | 10.03.2003 17:23

The "Gang of 8" is meeting in Evian on June 1st. Here are some proposals of what might happen.

Preliminary report about possible actions against the G8 in Evian

by C.O.N.T.R.E.X (Comission Of Noctambule Topographers for Reunions of Extremists, French branch: Commission Opérationnelle des Noctambules Topographes pour des Rassemblements Extraordinaires)

SUBJECT
In order to prevent the opposition during the next G8 summit in June, the French presidency chose the spa of Evian as a location for the conference. After exploring the place and consulting several experts, C.O.N.T.R.E.X is now able to present the first evaluation of possible actions during the summit.

CONCLUSION
Jammed between mountains, a lake and two borders, the city of Evian has been chosen because of its geographical position: the city is remote, and the only access can easily be closed. Still, the G8 organizers forgot about something: the city can easily be cut off from it’s surroundings.

PREPARATIONS
The region of Evian will be divided in four zones: the “red zone” containing the three hotels hosting most of the events – the center of the summit; “zone 1” which is in fact the city of Evian, only accessible to authorised persons; “zone 2”, a stretch of coast, 2 km wide and 15 km long, where the media center will be situated. And finally “zone 3”, a rural area that will be heavily policed. The airforce will patrol an aeronautic bubble in the skies over Evian, navy and police force will control the lake Leman.
An major demonstration will certainly be authorised outside these zones, several dozens of kilometers away from Evian.

BLOCKADE
In this situation, it is technically impossible to invade the location of the summit the Seattle way. If we want to continue disturbing those international meetings in a direct way, we need to change our tactics.
In that perspective, we propose to organise the blockade of the G8. A blockade consists in intercepting or disabling the communications of the adversary. The idea is to isolate the G8 from the rest of the world both in a symbolic and a concrete manner. We also want to block the circulation of commodities, which that is not concerned by any red zone. These shared tactics can be applied in a variety of forms, according to the practices of affinity groups who will participate in the counter summit.

SCENARIO
End of May
Installation of a camp in the Evian region. Making plans, thinking about strategies and creating workgroups. Participants will have the opportunity to learn essential skills, like how to turn a cow into a moving placard using hyperalergenic paint, how to move a 2 tonnes rock using the technology of pyramid builders, or how to throw leaflets from a paraglider.
May 30 (Friday)
From Thursday (a public holiday), people start arriving. This time, we will not have waited until the European police forces stop us at the border. We will have placed our own custom officers and control posts near the border between France and Switzerland: The fright traffic will be intercepted, dozens of suitcases with suspicious money will be confiscated during the day, the snacks for the opening ceremony will be requisitioned and distributed to the community by the “cocktail bloc”. On the evening, thousands of ravers from all over Europe will arrive to hold a wild party (i.e. hundreds of cars, see below).
May 31 (Saturday)
The 8 are leaving St Petersbourg where they participated in the ceremonies for the 300th anniversary the city. The planes of Bush, Poutine and all the others arrive at Geneva airport in the afternoon. At the same time, the airport tarmac is being invaded, the runway is being coated with chocolate and doves are being released around the control tower. Scared of the Swiss hippies and their birds, Air Force One is being redirected to a secret military base in Oklahoma. But some state leaders will have managed to reach Geneva, which will set off plan B. Robin Hood and Ewoks teams who have been living on roots for weeks can finally get out of their hidings and lock on to concrete to block the road.
Thanks to the extensive training organised by Reclaim the Streets, the demonstrators have become proficient in the technics of road blocking: Tripods are being placed on the road, roadblocks are making any communication between Evian and Geneva airport impossible. At the same time, the ravers’ cars have initiated a slow-down operation and stop the police cars by a total invasion of the roads. The official translators, stuck in the traffic jams, will start partying with the demonstrators and become voluntary Indymedia translators. Bush, who has finally managed to go to Evian with his nuclear submarine, will nervously chew pretzels in his hotel room wondering what the others might be doing.
June 1 and 2
While the main demonstrations set off, cyber-activists are getting into gear: the official G8 site will be disabled, the media center communication are parasited, and a pirate TV station will replace the broadcast of the opening ceremony by five hours of teleshopping programs.
The political embargo will finally show effects: the NGOs, invited to be a kind of moral guarantor, will walk out and the delegates of Elysee (Residence of French president), who wanted to show off at the social forum, will be tarred and feathered and sent home.
At the end of the demonstration, the participants will organise the quarantine of the G8. The roadblocks will be transformed into sanitary barriers, sanitary teams dressed in white will determine a security zone, danger signs will be placed, and the journalists who are coming from the official zone will have to undergo contamination checks.
CALL
After analysing the situation, C.O.N.T.R.E.X. calls each and everyone to make this operation a success. We have to stop the world contamination spread by the powerful G8. We have neither power nor weapons, but we need to take on this challenge, need to work on this event, with all our rich creativity, our time, our desire for fun, our hopes and our colours, even with our fears and pains. These are the only remedy against the G8 microbes who have decided to install themselves in the Alps. The protection of trees, cows, imps and fairies, the lakes and rivers, of Robin hoods and horn players, or to be short, the protection of all these wonderful people on our planet, against this threat, is an absolute URGENCY.
