The Uk ESF is dead

dean | 29.01.2004 23:52 | European Social Forum

Meeting of the 'Organising Committee' for the uk esf 2004 report back.

I have just returned from the 'organising committee' at city hall. Firstly just to clarify: no-one was turned away from the meetings for not signing the affiliation proposal. (It was agreed to have a meeting to discuss the ammendents to this proposal). There were more than one 'representative' from gr at the meeting. Everyone was allowed to speak. No-one is admitting to just who organised this meeting. It remains a secret. Chris Nineham said 'it didn't matter'.

Onto the meeting. Redmond o'neill was there as a representative of the mayor. This runs contrary to the principles & practices of the esf. Jeremy from workers power raised the issue of redmond o'neill being present. He said it should be discussed. I don't know if it ever was.

Basically the meeting was the redmond o'neill show. He decided that as of this meeting all the working groups already in place (practicalities, culture, programme etc) - as set up at the european esf meeting in dec (which was agreed to by consensus by all) would be dissolved & the 'organising committee' would take on the responsibility for setting up new working groups. This was opposed as an open abuse of process but shouted down by others present. He then went on to outline that organisations should take responsibility in finding venues. Again this was not agreed by anyone anywhere. He said the gla would look at possible venues. This is an obvious & open deception.

The gla had already provisionally booked alexandra palace behind everybody's backs secretly. Again this is a deliberate abuse of process. This was pointed out at the meeting.

Not only was this done in secret, it was done without the consent, authority or acknowledgement of the uk esf assembly. Essentially the gla have disregarded all the defining conditions -transparency, openness, accountability, democracy that were put in place & insisted upon at & by the european social forum itself. This was pointed out only to be shouted down by those present.

The esf in now the gla & the unions. That is it. They are in charge of all decisions that are being made concerning the organising of this esf. All other actors, their voices, criticisms & objections are being actively ignored.

I walked out at the point when redmond o'neill admitted the the gla had already booked alexandra palace for the esf. Others who stayed will doubtless fill you in on what else occurred.

I say to all peoples, organisations, networks & groups who are considering involving themselves in any way shape or form with the esf to think again. It is basically a gla event. Nothing more. To be involved is to legitimize the whole sordid affair & give the gla & ken livingstone credibility.

There is talk of organising a counter esf done properly with all participating equally. If people are interested please contact me & we can start the ball rolling.

Many thanks for all those who fought for something a little bit more

A sorry state of affairs - but you can't criticise gla / alexandra palace!!!!

30.01.2004 02:39

Again another shocking report about how what has been agreed at a previous meeting being dismissed.

HOWEVER, you really cannot criticise the GLA for going after alexandra palace as, I guess, the major venue for the ESF. I mean (and no disrespect here) you could not have secured the booking for the palace, the GLA could.

Keep it in perspective. If the process had been more inclusive, then the GLA coming with the good news that it had secured such a massive venue could have been well received.

Anyway. This part of the process needs to be properly and fully documented (damn why weren't those first meetings recorded for audio or video!?) with coherancy. But I would not abandon it yet either. Let this strata of organisers, who have gone against consensus and acted in a quite disgraceful way, get on with the major logistical tasks of setting up the infrastuctures and doing the sponsorship deals. Concentrate instead now on working on content and meetings and initiatives to fill this currently empty esf vessal. Talk to groups from the rest of europe and let's see what's possible.

There will need to be many more people involved in the process that we know. The ESF is put on for the benefit of participants, then so we shall be participants. The ESF is there FOR US.

What a mess

So once again you have allowed yourselves to be dragged into arguments over logistics, internal disagreements, and power plays. Will you never learn ? The GLA doen't want to hear you, it likes the fact you are all fighting. They want you to spend your time and energy worrying about these organisational issues rather than the important social justice matters. It's the oldest trick in the political world and you fall for it everytime. I remember the success MI5 had against the old CPGB with this exact tactic, in the end they had 18 splinter groups !!

Move on before they control you any futher.

Film the meetings

that way you can back up any claims about hijacking- and they would be interesting to those who cannot attend.

Yeah we know and suspected it would turn out like this!

30.01.2004 12:26

But we had to try and make the organising process as participative as possible, trying to live up to the values the ESF says it cherishes in its rhetoric. To not have tried would be to have walked away from what the movements of the last few years have been all about.

It can still be an amazing grass roots festival, and it's just a shame that "those at the top" as they have positioned themselves, obviously care less about the principles underpinning the ESF / anti-globalisation / whatever-it's-called movements than do many of the grass roots groups involved in it.

All classic stuff really.

There is still a heck of a lot of work to be done - do it with joy and not bitterness.

Create the world you want to live in.

Well my world is not the same one as the labour party, ken livingstone, the GLA and the SWP, so fine. However I still care about the ESF and will work to make the actual event itself as good as possible, while making it clear there are major major flaws in the methods of organising it at the top levels.

Sad, but not exactly unexpected!

email sent to culture/media working groups

We are due to meet on the 7th Febuary. I think we need to talk about our
response to this:

> Basically the meeting was the redmond o'neill show. He decided that as of
> this meeting all the working groups already in place (practicalities,
> culture, programme etc) - as set up at the european esf meeting in dec
> (which was agreed to by consensus by all) would be dissolved & the

> new working groups. This was opposed as an open abuse of process but

We could:

1. Meekly comply, stop meeting as a group, and decide as individuals whether
or not to try and get involved in the new working groups (which will almost
certainly be far more exclusive and controlled).

2. Refuse to dissolve, assert that we are still the ESF Culture/Media
Working Group and invite anyone who is interested to join us.

3. Refuse to dissolve, but call ourselves something else ie set ourselves
apart from the ESF and help organise an alternative. Again, we make it clear
that we are still open to any volunteers.

4. Do something else I've overlooked?

Personally I would very much be against dissolving what we have. It is the
Organising Committee itself that is illegimate - the working groups are
where the genuine spirit of the ESF is. If we dissolve ourselves, we take
another step back and hand over more power to the GLA and its cronies.

So I would be in favour of either trying to reclaim the ESF, or at the very
least, of organising some alternative events.

Anyway, it's something we need to start thinking about, and our upcoming
meeting seems a good chance to discuss it. I'd be interested in hearing
what others think :)

Looking forward to the ESF in London

30.01.2004 14:19

I attending the ESF meeting last night. It was well attended. I guess around 70/80 people. There were many contributions. e.g People there from the Kurdish and Turkisk community in London offered to help with food and accommodation.

Yes the Alexandra Palace was provisionally booked, otherwise it would not be avaiable as an option to consider.

At the last moment I managed to get to Florence. I'm glad I did.

Hmmm, double sided solution required!

30.01.2004 22:41

I think the best solution is possibly to accept that the GLA has taken over the running of the ESF and start work on the "Hub". I guess we'll never get away from this business. I have come to the conclusion that the ESF needs to be seen as more than one event, Autonomous of each other. Let GLA do as it wants, but make sure that people understand that they aren't doing everything.

In other words, I think we should accept that the ESF is merely a City/Dates combination, i.e. Paris Nov 12-15th 2003. After the decision on location and dates has been taken, we should take itiative to put on meaningful events within those dates and within the city concerned. Let the GLA put on ESF events at Alexandra Palace. Let us put on events nearby, and lets use the great connections we have throughout Europe to let others know. What we need to do is tell the whole movement across Europe to come to London later this year. And we need to make sure that the "official"/"unofficial" barrier is completely none-existant when they arrive, so they don't notice the difference going between GLA-ESF events and other events.

I agree

That would be perfect. Certainly it seems like the best way forward.
