Revised employment code out for consultation

Questionnaire must be returned to us by Friday 6 August 2004.



The Campaign for Racial Equality (CRE) is now consulting on its revised statutory Code of Practice on Racial Equality in Employment.

The draft code, together with a feedback questionnaire, can be downloaded from this page.

If you wish to take part in the consultation, your completed questionnaire must be returned to us by Friday 6 August 2004.

It is now twenty years since the current statutory code of practice came into force. Since then, there have been a number of important amendments to the Race Relations Act 1976, as well as new EU legislation governing racial equality in the workplace.

To reflect these changes, many important revisions have been made to the new code, including:

* greater accessibility, in terms of language and style;
* an accurate reflection of current legislation and the modern world of work;
* more real-life employment tribunal case studies; and
* detailed guidance on topics such as positive action, ethnic monitoring and racial equality policies.

The code aims to give practical guidance to employers, recruitment agencies, trades unions and individual employees on how to meet their obligations under the Race Relations Act. It will have statutory status; this means that any of its provisions can be referred to in an employment tribunal.

We have prepared this draft code in partnership with a wide range of organisations from the public, private and voluntary sectors. Our aim is to make the final code as clear, comprehensible as possible, and relevant to the needs of all employers. That is why we are now inviting organisations from all sectors to comment on the draft.

I see the CRE is still trying to construct problems where none exist.

The race industry is rapidly running out of ideas as rasicm in the UK has all but gone. Remember their pathetic attempts to suggest probelms for the Irish community followed by a humiliating climbdown when they had to admit they had never received a complaint EVER about anti Irish issues.

Let's close this outdated bunch and concentrate on real issues.

The reason 'black men don't build' is because they have all got jobs as coppers or businessmen through affirmative action... so the white chavs are the only people that are available for building jobs

The CRE code does need updating to reflect the real change in society.
That people like cynic, and milosovic can portray a WASP mentality and believe that racism has no 21st Century context, really need to get out a bit more.

In fact there was a case of anti-Irish racism being highlighted, in 1998 in fact. On a building site as well. The claimant received in excess of £8,000 compensation.

Check your facts and check your heads; ignorance is easy an easy excuse to use to get away with 'racist language ,or actions', however, we all know what is right and what is wrong, and we all know that S Milosovic was a fascist dictator.

I can't say I've seen many black (afro-carribean) building workers on the numerous building sites here in Liverpool, take a look next time, you might see just one who somehow made it through. Incidently you won't hear many scouse accents (black, white or otherwise) on the demolition and building sites here in Liverpool, I've noticed that going back to 1995 when demolitions began in the city centre.

A recent example of a block of flats being demolished in Croxteth there was a guy at the gate, I said I suppose you're the token scouser on site, he said yeah the majority working here are Kosovans. Kosovans make up a sizeable number of building workers now, they are the sub-minimum waged, non-unionised labour force, just what the profiteering private companies prefer as they are far easier to bully and push around ie to sack when it suits the bosses and to deny them proper health and safety at work or proper terms and conditions.

I do however recall a survey in the 1990's I think it was that showed that Irish people were the most discriminated against in using NHS services particularly in places like London, it surprised me at the time, though I don't doubt it was the case.

You naively say "...as rasicm in the UK has all but gone" well during the recent local elections in June I was delivering leaflets for the Socialist Labour Party (watch out the Indymedia censors are ready to pounce) and on at least three occasions our leafleters were driven towards at high speed, first time I thought it was just an idiot who can't control their car properly, second time it was someone shouting abuse and saying 'VOTE BNP', third time (June 8th Norris Green) a car with three rowdy men accelerated towards us in a very small road narrowly missing me, then it reversed at full speed and shouted out "You're Labour Party?", 'no I'm not!', "you wanna bring in more Paki's?", I said 'the Socialist Labour Party hasn't said that!', "you're having a go at the BNP in your leaflets?", 'we haven't mention the BNP in our leaflet!' after some more rowdy exchanges they sped off at high speed. A woman nearby getting out of a taxi asked what had happened and then the taxi driver started spouting off some prejudicial views he had towards an asian passenger recently, I told him 'you're no different than them who've just harrassed me are you?' So racism is even used to put working class white people against each other, very convenient for the capitalist state to divide us against each other. So I'd hardly say that racism, to quote you "...has all but gone". Just because you don't experience it first hand or even experience it second hand being targeted on a black, asian or chinese friendd doesn't mean it doesn't exist, there is plenty of evidence it is rising in fact, whenever the BNP stand in an elections there are continued and higher levels of racism in those communities afterwards from something I recall reading.

Didn't you see the BBC TV programme the other week on the BNP, stirring up racial hatred in mixed communities, you probably didn't because you think racism "has all but gone".

While there exists societies founded on inequality between the majority (the working class - those who labour to produce) and the minority (the ruling class - owners of wealth who profit from labour and produce nothing) called capitalism, there will always be racism, sexism, ageism and any other purposely created methods to divide, control and misdirect the working class against itself so as to ensure nothing gets in the way of mega-exploitation leading to super profits for the rich. Islamaphobia is the latest method of misdirection for the ruling class to use to against the working class not just in Britain but more particularly in the USA.

The rulers of this capitalist society who are really controlling and destroying our daily lives throwing us out of our homes on a daily basis just here in Liverpool, demolishing our neighbourhoods and destoying our communities, pushing us our of jobs when it suits their profit margins to do so. The ruling class then send off our working class youths off in uniforms to kill for oil and be killed (to reduce surplus unemployed labour) it is the ruling class (and their middle class collaborators implementing their destructive anti-working class policies) who are the real cause of working class misery and poverty and should be our target for anger and action, not the refugees, not the asylum seekers, not the asians, not the blacks, not the gypsies, not the Irish, not the Muslims and not anyone else who the establishment wish to set up as the new fall guys for working class people to vent their anger upon.

Before the BNP were sent in to *capitalise* on working class divisions in Northern cities such as Blackburn, Burnley and Bradford the Labour party in government were whipping up anti-refugee, anti-asylum seeker sentiments massively and they were further aided and abetted by the right-wing press including the Daily Mail avid supporters of this rotten war mongering anti-working class Labour government.

Racism is a tool (one of many) by which the capitalist state continues to divide the working class not just in Britain, but across Europe and the rest of the capitalist countries of the world. It was the Jews in capitalist Nazi germany who were the fall guys used there to blame for poverty, unemployment and social upheavel and again it was used to divide and control the working class that was the ultimate purpose of the Nazis to keep capitalism and the enslavement of the working class rolling on in what was a revolutionary period in Germany. Incidently in Southern Ireland it's the Romanians and Nigerians who are being set up as the fall guys to take the backlash.
