"The War Department's Joint Intelligence Objectives Agency (JIOA) conducted background investigations of the scientists. In February 1947, JIOA Director Bosquet Wev submitted the first set of scientists' dossiers to the State and Justice Departments for review.

The Dossiers were damning. Samauel Klaus, the State Departments representative on the JIOA board, claimed that all the scientists in this first batch were "ardent Nazis." Their visa requests were denied.

Wev was furious. He wrote a memo warning that "the best intrests of the United States have been subjugated to the efforts expended in 'beating a dead Nazi horse.'"

He also declared that the return of these scientists to Germany, where they could be exploited by America's enemies, presented a "far greater security threat to this country than any former Nazi affiliations which they may have had or even any Nazi sympathies that they may still have."

When the JIOA formed to investigate the backgrounds and form dossiers on the Nazis, the Nazi Intelligence leader Reinhard Gehlen met with the CIA director Allen Dulles. Dulles and Gehlen hit it off immediatly. Gehlen was a master spy for the Nazis and had infilitrated Russia with his vast Nazi Intelligence network. Dulles promised Gehlen that his Intelligence unit was safe in the CIA. "

A declassified CIA document dated 7 January 1953 with a section heading "Outline of Special H Cases" describes the experimental creation of multiple personality in two 19-year old girls by the CIA. "H" is used as shorthand for hypnotic, hypnotized, or hypnotism in these documents: "These subjects have clearly demonstrated that they can pass from a fully awake state to a deep H controlled state by telephone, by receiving written matter, or by the use of code, signal, or words, and that control of those hypnotized can be passed from one individual to another without great difficulty. It has also been shown by experimentation with these girls that they can act as unwilling couriers for information purposes."

Project BLUEBIRD was approved by the director of the CIA on April 20, 1950. In a 1951 memo, Bluebird states that practical research was to be conducted to include these specific problems:

Can we create by post-H control an action contrary to an individual's basic moral principles?

Can we in a matter of an hour, two hours, one day, etc., induce an H (hypnotic) condition in an unwilling subject to such an extent that he will perform an act for our benefit?

Could we seize a subject and in the space of an hour or two by post-H control have him crash an airplane, wreck a train, etc.?

Can we by H and SI techniques force a subject to travel long distances, commit specified acts and return to us or bring documents or materials?

Can we guarantee total amnesia under any and all conditions?

Can we "alter" a person's personality?

Can we devise a system for making unwilling subjects into willing agents and then transfer that control to untrained agency agents in the field by use of codes or identifying signs? v How can sodium A or P or any other sleep inducing agent be best concealed in a normal or commonplace item, such as candy, cigarettes, coffee, tea, beer, medicines?

Officially, MKULTRA was established on 13 April 1953, at Richard Helms' suggestion as "ultra sensitive work." The operational wing of MKULTRA, known as MKDELTA, had as its mission to find out how to use chemical and biological weapon ingredients to alter the human mind. Originally established as a supplementary funding mechanism to the ARTICHOKE project, MKULTRA quickly grew into a mammoth undertaking that outflanked earlier mind control initiatives.

A memorandum from Richard Helms, Acting Deputy Director to CIA Director Allen Dulles dated 3 April 1953 and entitled "Two Extremely Sensitive Research Programs" (MKULTRA and MKDELTA) includes the statement, "Even internally in CIA, as few individuals as possible should be aware of our interest in these fields and of the identity of those who are working for us. At present this results in ridiculous contracts which do not spell out the scope or intent of the work."

Secret documents have revealed US Vice President Dick Cheney and Secretary of Defence Donald Rumsfeld are "linked to the murder" of a senior CIA scientist. Frank Olson, who was a key member of the CIA's secret brainwashing programme MK-ULTRA, was sent plunging from a New York hotel window after he had threatened to reveal the CIA involvement in "terminal experiments" in post-war Germany.

Guantanamo Bay & Diego Garcia
The interrogation techniques used on Diego Garcia are contained in a secret CIA manual on coercive questioning. It contains sections headed "Threats and Fear", "Pain", "Narcosis" and "Heightened Suggestibility and Hypnosis". The presence of the prisoners on Diego Garcia is so secret that a counter-terrorism official in Washington said President Bush "had informed the CIA he did not want to know where they were". The American interrogators have unfettered access to prisoners kept on board prison ships in the island's deep-water harbours. They are brought ashore for questioning in a custom-built concrete cell-block near the island's air field. From there, US Air Force B52s took off to bomb Afghanistan and then Iraq.

The death squad protection act
If passed by the full Congress the legislation would effectively shield the activities of foreign death squads, torturers and kidnappers from public scrutiny and would greatly undermine the efforts of official truth commissions – many of which have been aided by the declassification of such records – to clarify responsibility for human rights violations. Below are examples of the kinds of military HUMINT reports that would be exempt from release if the Senate language is included in the final bill. The first eleven documents – released through FOIA and special declassification projects – contain important information on human rights abuses committed by Chilean and Guatemalan security forces. The next set of documents cover a range of political and military matters and are included to illustrate the broad range of topics covered by defense intelligence operational reports. United States Defence Secretary Donald Rumsfeld personally approved four special interrogation techniques used on two al-Qaeda operatives held at Guantanamo Bay, Cuba, who then talked about the terrorist network and its plans, the commander of US forces in Latin America said today.

Army General James Hill, who heads the US Southern Command, declined to describe the techniques. He said other detainees might "figure out a way to resist those techniques" if they were disclosed.

But Hill specifically denied that police dogs have been used to intimidate detainees during interrogations at Guantanamo, contrary to a sworn statement by an Army intelligence officer under investigation in the Abu Ghraib prison scandal in Iraq.

Rumsfeld originally approved aggressive interrogation tactics at Guantanamo Bay after military leaders there complained in a memo that "current guidelines for interrogation procedures at GTMO limit the ability of interrogators to counter advanced resistance."

The Guantanamo Bay leaders requested permission to use a wet towel and dripping water to induce "the misperception of suffocation" and the use of "mild, non-injurious physical contact such as grabbing, poking in the chest with the finger, and light pushing."

In response, in December 2002 Rumsfeld approved tactics such as forcing a detainee to stand up for up four hours, forced isolation for up to 30 days, deprivation of light, use of 20-hour interrogations, removal of clothing, forced shaving of facial hair, "inducing stress by use of detainee's fears (e.g., dogs)," and use of mild physical contact that did not cause injury.

A Pentagon legal brief recommending the use of the tactics argued that the proposed techniques were likely to pass constitutional muster as long as they were applied "in a good faith effort and not maliciously or sadistically for the very purpose of causing harm."

"The federal torture statute will not be violated as long as any of the proposed strategies are not specifically intended to cause severe physical pain or suffering or prolonged mental harm," the legal brief said.

White House legal counsel Alberto Gonzales played down some of the documents produced by lawyers as "abstract legal theories" that "do not reflect the policies the administration ultimately adopted."

The methods actually used, according to a memo, fell somewhat short of what Rumsfeld approved, such as 20-hour interrogations and deprivation of light and forced shaving.

Rumsfeld abruptly rescinded most of the aggressive tactics in a Jan. 15, 2003, order and said if any of them were believed needed a request should be forwarded to him for a decision with a "thorough justification" and a "detailed plan for the use of such techniques."

Then in April 2003, Rumsfeld outlined a new list of interrogation techniques that permitted significantly increasing the fear level in a detainee, "sleep adjustment," "changing the diet of a detainee" with no intended deprivation of food or water, and isolation of detainees.

Wolfowitz Says Terrorists Like Notorius Nazi Groups

The Defense Department's No. 2 official has compared radical Islamic terrorists to Adolf Hitler's dispensers of death –- the dreaded "Schutzstaffel," or SS.

Appearing before the House Armed Services Committee to discuss the military's role in carrying out the 9/11 Commission's recommendations to deny terrorists places of sanctuary, Deputy Defense Secretary Paul D. Wolfowitz observed the United States and its allies "are fighting a cult of death, not life."

Accompanied by Marine Gen. Peter Pace, vice chairman of the Joint Chiefs of Staff, and Army Gen. Bryan Brown, head of U.S. Special Operations Command, Wolfowitz observed that preventing terrorism "means more than killing or capturing terrorists."

Ultimate victory over global terrorism, he noted, "requires sowing the seeds of hope, particularly in the broader Middle East."

The 9/11 Commission report, Wolfowitz told committee members, noted that radical Islamic fundamentalists possess an intolerant, non-negotiable ideology and world view that has no regard for human rights or the rule of law.

Global terrorism is another manmade evil "that needs to be eradicated and discarded," Wolfowitz said, "just as piracy and the slave trade were de- legitimized and driven to the margins of civilized life in the past."

Terrorists' extremist ideology, he said, must be "replaced by a hopeful vision of freedom."

Wolfowitz characterized terrorists who routinely employ suicide-attack tactics as "people who worship death more than they seem to worship anything else."

Today's radical Islamic terrorists, Wolfowitz pointed out, "remind you of the notorious Nazi groups like the SS that proudly wore the death's head as their symbol." Under Heinrich Himmler, the SS, which was established as Hitler's elite military force, stamped out dissent and propagated the Nazi vision of establishing a pure, "Aryan" race in Germany and in conquered territories.

Millions who didn't fit into the Nazis' world view, including political prisoners, gypsies, Jews, and mentally or physically challenged persons, were summarily killed or perished in labor and concentration camps.

Like the long-gone Nazis, Wolfowitz noted today's Islamic radicals also rely on terror and "their ability to kill innocent people" to attain and retain power.

The cures for radical Islamic terrorism "must come from within Muslim societies themselves," he said, and the United States "must support such developments."

Such a goal is "ambitious," Wolfowitz acknowledged. But, he pointed out, "the threat we face is ambitious" as well as "enormous and unprecedented."
