The European ecological debt is the debt acquired by the European countries and some European actors (the European Transnational Corporations, the European Export Credit Agencies, the European Investment Bank, etc.), towards the impoverished countries and their poor
population.

It is produced as a consequence of European over consumption patterns,the environmental and social liabilities of European activities outside of Europe, and the European collaboration in the unfair global trade system. The carbon debts, toxicity debts, pollution debts, biopiracy debt, the violation of human, civil and ecological rights, the global violence against populations, environment and local cultures, are some of the responsibilities that have not been yet considered. But we should take into account all these ecological debts if a better world is to be achieved.

In this seminar we want to show how local social and environmental conflicts in the impoverished countries are in many occasions directly driven by European consumption patterns and the mechanisms created to fulfill this consumption. Oil wars, copper wars, gold wars, eucaliptus wars in poor Southern countries are in many cases just the final consequence of an continuous increase of the European ecological debt that should be stopped and paid back. Communities around the world are demanding reparations and compensations that should be paid in both monetary and non-monetary terms.

Defining the actors that increase the Ecological Debt, explain who they are to the general public so that European citizens can act as responsible consumers, define the limits of European actors when acting in the impoverished countries but also when consuming in European countries, explore the compensation mechanisms for the damage already done, and show the European Ecological Debt as an experience not to be repeated by other countries or geographical areas with emergent economies,are necessary steps to address the roots of many conflicts in Southern Countries in a Global Society.

La citoyenneté européenne, dont le droit de vote aux élections municipales et européennes, est actuellement réservée aux seuls nationaux des Etats membres de l'Union. Ceci exclut 15 millions de résidents, ressortissants des Etats tiers qui ne peuvent donc participer aux décisions qui les concernent. Il est nécessaire de construire une nouvelle citoyenneté européenne plus démocratique qui garantirait à toute personne résidant sur le territoire de l’Union les droits de citoyen européen.
Mais la citoyenneté ne se limite pas au droit de vote : elle implique certes une participation au moment de la décision mais aussi lors de l’élaboration des décisions, du contrôle de leur exécution et de leur évaluation. Donner la citoyenneté européenne à tous les résidents c’est donc permettre à tous l ’exercice de cette citoyenneté, c’est aussi reconnaître pour tous les même droits, sans distinction de nationalité, c’est donner une réponse aux caractères universel, indivisibles et effectifs des droits. La citoyenneté européenne ne peut donc se limiter à un droit politique qui serait le droit de vote, il n’est que le premier pas vers une citoyenneté participative qui intéresse tous les résidents quelle que soit leur nationalité.

En votant à l'ONU en faveur de l'avis de la Cour internationale de Justice
condamnant la construction du Mur, l'Union européenne a défendu une nouvelle
fois les droits des Palestiniens. Mais, jusqu'à aujourd'hui, elle n'a pas
mené une politique cohérente et conséquente visant à leur application
effective.

Elle continue à récuser toute pression politique et économique sur Israël,
bafouant les recommandations du Parlement européen lui-même. Pire, elle
conclut avec Israël de nouveaux accords scientifiques et techniques à
finalités militaires.

L'Europe, responsable de l'extermination des juifs et du partage de la terre
imposé aux Palestiniens, se doit, si elle ne veut pas être responsable d'une
nouvelle tragédie historique, d'engager une démarche active qui vise à
imposer une solution conforme au droit international. Elle doit donc se
donner les moyens, y compris en terme de sanctions économiques et/ou
politique, pour obliger Israël à respecter ses obligations, en particulier
celles qui découlent de l'avis de la Cour internationale de Justice.

Dans cette perspective, quelle intervention citoyenne construire avec nos
partenaires palestiniens et israéliens, et avec le mouvement international
contre la guerre ?

fuck me! if there are not enough seminars we would be told it is because the SWP had controlled everything too much. if their are a lot IT IS TOO MANY. if their is no accomadation it is front page news, if their is a mssive convergence centre at the dome someone wines about the gaurdian reporting it.
their are perhaps hundreds of meetings with tons of diverse speakers and the esf looks set to be an interesting event. but so far every post is followed by loads of wines and winges about the swp (exept the autonomous posts which generate, er, zero interest).
i have read that "we will make sure that the hierachical SWP never comes to the ESF again"-not that that is hierachical or anything. I have NEVER read anyone trying to push out anarchsists or slagging them as middle class drop outs.
i am no fan of some of SWP leadership style of doing things. they sometimes do foster a culture of nodding consent amongst their members. but dont people ever get sick of stropping around and sulking? it is really trying my patience.
