The Brazilian Government replies following Emails (Greenpeace) after the murder of Dorothy Stang.

Assassinato da irmã Dorothy Stang - Nota de esclarecimento


Diante da enorme repercussão que teve o trágico assassinato da irmã Dorothy
Stang, em Anapu, estado do Pará, o governo do Presidente Luiz Inácio Lula da
Silva informa a pronta resposta que deu ao ocorrido e esclarece as medidas
que vinha tomando, que acabou de tomar e que ainda tomará com vistas ao
combate à violência na região, para acelerar a regularização fundiária e
prosseguir na implementação de medidas que possibilitem o desenvolvimento
sustentável das populações que vivem ali e em outras partes da Amazônia
Legal.

Em 15.02.05, realizou-se reunião de que participaram o Presidente da
República em exercício e ministro da Defesa, senhor José Alencar; o
ministro-chefe da Casa Civil, José Dirceu; ministro da Justiça, Márcio
Thomaz Bastos; ministra do Meio Ambiente, Marina Silva e ministro da
Integração Nacional, Ciro Gomes; os titulares da Secretaria Especial dos
Direitos Humanos, Nilmário Miranda; do Gabinete de Segurança Institucional,
Jorge Armando Félix; da Secretaria Especial de Aqüicultura e Pesca, José
Fritsch; do Departamento de Polícia Federal (DPF), Paulo Lacerda; governador
do estado do Pará, Simão Jatene.

Nesse encontro, discutiu-se a realização de ações preventivas e repressivas
no Pará com a participação das Forças Armadas, Polícia Federal, Polícia
Militar e Polícia Civil do estado do Pará. As investigações para
identificação dos responsáveis - mandantes e executores - pelo crime estão
sendo realizadas conjuntamente pelo DPF e pela Secretaria Especial de Defesa
Social do Pará. O Exército enviou 110 homens para Anapu (PA), onde ocorreu o
crime, e cerca de 2.000 para a chamada 'Terra do Meio'. Vários mandados de
prisão foram expedidos. O crime ocorreu - a exemplo de vários outros que
vitimaram trabalhadores e lideranças rurais - pela certeza da impunidade.

O governo do Presidente Luiz Inácio Lula da Silva anunciou em 17.02.05
conjunto de medidas para reforçar e ampliar as ações que já vinham ocorrendo
para atacar as causas de conflitos agrários na região: intensificação de
procedimentos com vistas à regularização fundiária, ações de proteção
ambiental e avanço da reforma agrária. O governo federal tem trabalhado de
forma responsável, planejada e consistente e os fatos lamentáveis são, com
certeza, reação à sua presença na área.

Durante a reunião citada, foi lançado, em conjunto pelo governo federal e o
do estado do Pará o 'Plano da Amazônia Sustentável', que inclui programa de
regularização fundiária e ação contra a ilegalidade na ocupação de terras e
contra a devastação das matas. Os meios de comunicação deram, em 18.02.05,
ampla cobertura das ações que compõem o plano, que, em boa medida, dará
continuidade às ações em andamento e contribuirá para normalizar a situação.
Destaque para a criação de unidade de conservação, a reserva 'Sempre Verde',
na 'Terra do Meio'. Esclareça-se que já haviam sido recentemente liberados
R$22 milhões para o plano de manejo e o estabelecimento de serrarias
comunitárias para desenvolvimento sustentável das populações locais. Tudo o
que os grileiros e madeireiros ilegais não querem. Daí a reação. Estava
sendo realizada reunião para implantação do plano e aplicação daqueles
recursos - para a qual a irmã Dorothy havia sido convidada - quando ela foi
morta.

As medidas objeto da citada reunião e as anunciadas em 17 de fevereiro são
antiga reivindicação dos assentados, que finalmente atingiram seus objetivos
na administração Lula. Somente no período de 2003 - 2004, foram assentados
no estado do Pará 24.270 famílias. A meta do Governo é assentar mais 20 mil
famílias em 2005, em harmonia com os planos de desenvolvimento sustentável e
de elevação da qualidade de vida da população amazônica.

Killing of Sister Dorothy Stang - Press Release


In response to the enormous outcry following the tragic shooting of Sister
Dorothy Stang, in Amapu, in the State of Pará, the Government of President
Luiz Inácio Lula da Silva has reacted swiftly. It has stepped up on-going
measures to fight violence in the area that include speeding up of land
entitlement and moving ahead with other initiatives conducive to the
sustainable development of the settlements in this and other parts of the
Amazon region.

On February 15 a meeting was held between President Lula; the acting
Minister of Defense, José Alencar; the Head of Civil Household, José Dirceu;
the Minister of Justice, Márcio Thomaz Bastos; the Minister for the
Environment, Marina Silva; and the Minister for National Integration, Ciro
Gomes; heads of the Special Secretariat for Human Rights, Nilmário Miranda;
of the Institutional Security Cabinet, Jorge Armando Félix; of the Special
Secretariat for Aquiculture and Fishing, José Fritsch; of the Federal Police
Department (DPF), Paulo Lacerda; as well as the Governor of the State of
Pará, Simão Jatene.

The meeting discussed preventive and enforcement measures in Pará to be
coordinated between the Armed Forces, the military and civil police forces
the state. The DPF and the Special Secretariat for Social Defense of Pará
are working together to identify both the mentors and hired gunmen involved
in this crime. The Army flew 110 men into Anapu and a further 2000 troops to
the area called "Terra do Meio". Several arrest warrants have been issued.
The crime was perpetrated - as with other attacks against rural workers and
local organizers - in the full expectation of impunity.

The Government of President Luíz Inácio Lula da Silva announced on February
17 further measures to strengthen action already underway to deal with the
underlying causes of agrarian conflict in the area. These include quicker
land entitlement; enhanced environmental protection and speeding up land
reform. The unfortunate events of late are most certainly a reaction to the
responsible, organized and consistent policies being adopted by the Federal
Government in this matter.

During the meeting the Federal Government joined the State of Pará in
launching the `Sustainable Amazon Plan", which includes a program for land
entitlement and for combating illegal land occupation and the deforestation.
On February 18 there was wide media coverage of the measures proposed in the
Plan and which largely follow on from the actions already underway to pacify
the region.

The setting up of the conservation unit called the "Sempre Verde" reserve in
the "Terra do Meio". Recently R$ 22 million was made available for the Plan
and for community sawmills to help foster the sustainable development of the
local settlements. This is precisely what land speculators and illegal
sawmills do not want. Thus their reaction. A meeting - to which Sister
Dorothy had been invited - was underway to discuss the Plan and the
disbursement of requisite funding when she was shot to death.

The measures announced by the Lula Administration at the end of the meeting
are a response to long-held demands on the part of the settlers. During
2003-2004 alone 24,270 families were resettled in the State of Pará. The
Government plans to settle a further 20 thousand families in 2005, in
accordance with the goal of sustainable development and the improvement in
living conditions for the population of the Amazon.
