A ONG-BRAZIL Cearah Periferia e Fortaleza, demite, persegue e veta politicamente pessoas do Movimento popular de Fortaleza, utilizando o recurso dos cidadão da cidade de OXFAM na Inglaterra.

Como sujeitos dos movimentos populares, vimos a público expressar ABSOLUTO REPÚDIO aos métodos autoritários e retrógrados da Organização Não Governamental CEARAH Periferia, entidade pela qual passamos através de suas ações de formação e da qual reconhecemos, num passado recente, o papel estratégico no processo de construção dos sujeitos coletivos da cidade de Fortaleza. Entretanto, nos últimos meses, esse papel tem sido posto em xeque devido à demonstração de total distanciamento entre os discursos públicos e as práticas reais desta instituição.
Nesse contexto, manifestamos nossa indignação diante do descompromisso e desrespeito que esta instituição expressa à autonomia e aos direitos humanos das pessoas, manifestados na PERSEGUIÇÃO POLÍTICA, na REPRESSÃO e OPRESSÃO àqueles e àquelas que questionam seus posicionamentos e atitudes: sejam pessoas de seu quadro técnico, associativo ou público de suas ações.
No dia 15 de março de 2005, quando o Brasil comemorava 20 anos de democratização, essa entidade numa atitude clara de perseguição política, assédio moral, VIOLANDO DIREITOS HUMANOS CIVIS, POLÍTICOS e ECONÔMICOS, demitiu de forma prepotente e arrogante toda a equipe técnica que compunha a Escola de Planejamento Urbano e Pesquisa Popular, projeto por ela desenvolvido e que enquanto agente de formação política dos movimentos populares, vinha manifestando historicamente às animadoras e animadores das lutas comunitárias comprometimento e apoio às suas causas. O que destacamos desse evento para fins de denuncia pública é que o fato ocorreu devido à manifestação aberta dessa equipe de posicionamento político questionador das estratégias de condução da entidade e dos rumos por ela tomados. É curioso observar que a demissão em massa dessas pessoas aconteceu sob a “simplória” argumentação de que elas estariam “desarmonizando a ordem!”.
Ressalte-se que dentre as pessoas demitidas está um companheiro pesquisador popular Erialdo Maciel, que ao longo dos últimos meses vinha enfrentando todo tipo de rebaixamento e desvalorização de sua capacidade, sendo sempre levado para o âmbito do despeito todos os seus questionamentos sobre a forma como a instituição vinha tratando a equipe em que atuava e os valores por ela expressados.
Outra pesquisadora popular, membro de outro programa do CEARAH Periferia, Ticiane Sampaio foi advertida pela diretoria dessa entidade pelo simples fato de ter concordado com os pensamentos da equipe considerada “subversiva”.
É nosso dever também tornar público para toda sociedade de Fortaleza que a direção desta instituição tem tentado impedir a participação política de pesquisadores e pesquisadoras populares, que questionam seus valores, em espaços de articulação da sociedade civil. Caso ilustrativo foi a tentativa de veto, encabeçada pelo CEARAH Periferia à participação de dois pesquisadores populares (Sergio Farias e Paulo Rinaldo) na rede NUHAB - Núcleo de Habitação e Meio Ambiente, enquanto representantes da Central do Movimentos Populares, pelo simples fato desses pesquisadores expressarem elementos de avaliação questionadores da ação dessa instituição. Além disso, na tentativa de cooptação e manifestando o caráter utilitarista em relação às pessoas animadoras das lutas comunitárias, o CEARAH Periferia tem tentado “comprar” companheiras e companheiros, para garantir a “venda” de seus projetos junto às agencias financiadoras sob promessa do beneficiamento individual dessas pessoas através de remuneração.
Em nossa opinião, essas atitudes refletem o total desrespeito a tudo que os movimentos sociais conseguiram conquistar em suas lutas pela democratização do país. Sabemos que no âmbito das ONGs, existe um discurso que legitima o diálogo e a democracia como princípios básicos, até porque em geral suas missões e objetivos declamam esses valores tanto para seus públicos, quanto para seus campos de atuações políticas e principalmente para a sociedade como um todo. Desse modo, é absolutamente inaceitável que uma ONG de nome internacional assuma uma postura dessa natureza.
Por tudo isso e por nossa história manifestamos total repúdio às atitudes do CEARAH Periferia e nossa solidariedade a todos os companheiros e companheiras que tiveram seus direitos humanos violados por esta entidade. Ressaltamos também que as atitudes dessa ONG comprometem gravemente os valores e a história das Organizações da Sociedade Civil que tanto tem significado para os movimentos sociais, em especial os movimentos populares e às comunidades de Fortaleza como um todo.
Assinam esta nota os pesquisadores e pesquisadoras, multiplicadores e multiplicadoras populares da EPUPP, apoiadores desse manifesto e entidades, estando aberta a outras adesões.

"Sometimes there's truth in old cliches. There can be no real peace without justice. And without resistance there will be no justice. Today, it is not merely justice itself, but the idea of justice that is under attack.
The assault on vulnerable, fragile sections of society is so complete, so cruel and so clever that its sheer audacity has eroded our definition of justice. It has forced us to lower our sights, and curtail our expectations. Even among the well-intentioned, the magnificent concept of justice is gradually being substituted with the reduced, far more fragile discourse of "human rights".
This is an alarming shift. The difference is that notions of equality, of parity, have been pried loose and eased out of the equation. It's a process of attrition. Almost unconsciously, we begin to think of justice for the rich and human rights for the poor. Justice for the corporate world, human rights for its victims. Justice for Americans, human rights for Afghans and Iraqis. Justice for the Indian upper castes, human rights for Dalits and Adivasis (if that.) Justice for white Australians, human rights for Aborigines and immigrants (most times, not even that.)
It is becoming more than clear that violating human rights is an inherent and necessary part of the process of implementing a coercive and unjust political and economic structure on the world. Increasingly, human rights violations are being portrayed as the unfortunate, almost accidental, fallout of an otherwise acceptable political and economic system. As though they are a small problem that can be mopped up with a little extra attention from some non-government organisation.
This is why in areas of heightened conflict - in Kashmir and in Iraq for example - human rights professionals are regarded with a degree of suspicion. Many resistance movements in poor countries which are fighting huge injustice and questioning the underlying principles of what constitutes "liberation" and "development" view human rights non-government organisations as modern-day missionaries who have come to take the ugly edge off imperialism - to defuse political anger and to maintain the status quo." - What We Call Peace is Little Better Than Capitulation To a Corporate Coup - by Arundhati Roy

Os delegados do 12º Congresso da Federação de Bairros e Favelas de Fortaleza vem por meio desta se solidarizar à Diretoria da ONG CEARAH Periferia, por ocasião de todo o trabalho realizado por esta entidade junto à população de baixa renda em nossa cidade, ao longo de mais de uma década de existência.

A diretoria do CEARAH Periferia está sendo alvo de falsas denúncias que mancham a conduta idônea desta entidade e de seus diretores, bem como seu compromisso político com a melhoria da qualidade de vida de mulheres, homens, jovens de nossa capital.

Os delegados deste congresso se colocaram a favor do compromisso.

A história de luta e compromisso do CEARAH Periferia junto aos movimentos sociais, comprovam a conduta honesta desta entidade no desenvolvimento de seus programas e projetos que visam dentre outras questões, o empoderamento e a formação política das lideranças comunitárias de Fortaleza.
