Columbian indigenous under attack by armed forces!

THE REGIONAL INDIGENOUS COUNCIL OF CAUCA (CRIC) AND THE ASSOCIATION OF
INDIGENOUS COUNCILS OF NORTHERN CAUCA (ACIN) Cxab Wala Kiwe INFORM THAT


1. Today, Monday September 5th at 1700 hrs, Colombian armed forces attacked
unarmed indigenous peoples with live ammunition, tear gas and clubs. The
victims are men and women who have peacefully recovered the farm "La
Emperatriz" as a result of the Colombian Government's failure to abide by
their international obligations towards indigenous communities as a
consequence of a State lead paramilitary massacre that took place in
December of 1991 that was documented by the International Commission for
Human Rights. The ICHR Resolution of 1997 condemned the Colombian Government
to compensate indigenous peoples for the massacres.

2. As we write this communiqué, we have been informed that several
indigenous people have been captured and wounded and that ambulances are not
allowed out of the scene with casualties.

3. This attack takes place as the Government has refused to meet with
indigenous leaders to hear a dialogue and negotiation proposal. The
Government had offered to negotiate if the communities would leave the
recovered faro, which they did as a goodwill unilateral gesture.

4. The Deputy Minister for the Interior refused to meet with the communities
and the dialogue proposal had to be sent to him by email.

THE COLOMBIAN STATE HAS BEEN FOUND GUILTY OF THE MASSACRE COMMITTED AT EL
NILO FARM ON DECEMBER OF 1991, FOLLOWING WHICH IT HAD THE OBLIGATION TO
RETURN 15663 HECTARES OF LAND TO THEIR INDIGENOUS OWNERS. THE LAND TO BE
RETURNED INCLUDED THE 300 HECTAR "LA EMPERATRIZ" NOW RECOVERED BY THE
COMMUNITIES.

NOT ONLY DID THE STATE NOT FULFILL ITS OBLIGATIONS, BUT IT GAVE LAND TO THE
PARAMILITARIES RESPONSIBLE FOR THE CRIME, REFUSED DIALOGUE AND IS NOW
COMMITTING A SECOND MASSACRE TO REMOVE INDIGENOUS MEN, WOMEN AND CHILDREN
FROM THEIR ANCESTRAL TERRITORY.

WE URGENTLY APPEAL

1. To organizations, individuals and social movements in Colombia and the
world to put pressure on the Colombian Government to cease the attack
immediately and to do justice to indigenous peoples.

2. To all those people in Colombia and surrounding countries that can
mobilize themselves immediately to Santander de Quilichao and Caloto, to
arrive to "La Emperatriz" tomorrow from 8 a.m. for the vigil "FREEDOM FOR
MOTHER EARTH" and for the protection of our brothers and sisters.

LIBERTAD PARA LA MADRE TIERRA 7

INFORMAN

1. Que siendo las 1700hrs de hoy Lunes 5 de Septiembre, la Fuerza Pública ha
arremetido, disparando, a golpes y con gases lacrimógenos contra comuneros y
comuneras que ocupan pacíficamente la finca "La Emperatriz", recuperada por
las comunidades como consecuencia de los incumplimientos recurrentes de
compromisos asumidos por el Estado con los pueblos indígenas del Cauca a
raíz de la Masacre de El Nilo de la que este último es responsables.

2. Que al momento de escribir este comunicado, tenemos información en el
sentido de que han sido retenidos algunos comuneros y que otros se
encuentran heridos.

3. Esta agresión se da en el marco de la negativa por parte del Gobierno
Nacional de realizar un diálogo con las comunidades a pesar de que estas, en
un gesto de buena voluntad salieron temporalmente de los predios de "La
Emperatriz" para que se realizaran estos diálogos.

4. El Viceministro del Interior se negó a viajar de Popayán al resguardo de
"Huellas" Caloto, a recibir la propuesta de agenda de diálogo que habían
preparado las comunidades.

5. Entre los heridos se encuentran Jose Maria Ul, Santiago Tombe y Alvaro
Ul. Otros por confirmar

CONVOCAMOS CON URGENCIA

1. A las organizaciones, personas y movimientos del orden nacional e
internacional a presionar al Gobierno de Colombia para que cese la agresión
contra las comunidades ubicadas en "La Emperatriz".

2. A una vigilia en el sitio de "La Emperatriz", resguardo de "Huellas"
Caloto, a partir de mañana a las 8 de la mañana como acción solidaria civil
urgente para detener una masacre y proteger los derechos de los pueblos
indígenas.
