European meeting: benefit cheats in European context, what can we do in Belgium ?

The dismantling of the benefit cheats in the European Union is quite advanced. If these policies come under the national responsibilities, they answer in fact a diary coordinated by the European Commission hand in the hand with the European employers, known under the name of "diary of Lisbon". The employers' vision which underlies this diary is clearly expressed in various texts of the Round Table of the European industrialists, one of the major architects of European construction since the years 1990. In November 1998, its working group on competitiveness, chaired by Janssen de Solvay, produced a report entitled: "creation of jobs and competitiveness by the innovation". One reads there the portrait of an economy in full boiling, offering "a ceaseless flood of products and services increasingly more recent, more powerful or less expensive which, constantly, make the products older, less powerful, even obsolete - just as jobs which are dependent there". The adaptation to this process of creative destruction must be done on all the levels of the society : governments, companies whatever their size and the private individuals, because, "to fight against the restructuring simply means making obstacle with the change and the creation of jobs. ". One of dimensions of this project of permanent "restructuring" of the European society - for which the destruction of employment is the condition of the creation of jobs !- is the introduction of a new definition of the full employment aiming at transforming most of the population into labour for industry. The diary of Lisbon and its "European strategy of employment (EES)" introduced the concept of" participation in the labour market "whose rate must be highed to 70% in 2010. As a text of the British presidency in June 2005 indicated it clearly: "Europe will not be able to achieve the goals as regards employment fixed in Lisbon without attacking the economic inactivity. Even if the 19 million unemployed in Europe found a job, the number of people at work would be insufficient to carry out the objective of Lisbon on the matter, namely a rate of use of 70 %." It thus does not act at all to limit unemployment by preserving or creating jobs, but to deliver to productivist leviathan the whole of "inactive" Europeans, and not only the unemployed (including the women -" equality man-women ", old people - "active ageing" -, young people - "early entry on the labour market" and even the handicapped people - "equal opportunity"). "Bringing back the unemployed to work" in particular by dismantling of the insurance unemployment is thus only one dimension of a more total project of control of the populations for the "needs for the economy". Consequently, the struggle against this project of society relates to the "workers" as well as the "inactive ones" (ie. out of the labour market) and calls a large mobilization.
Initially, the meeting will have as an aim to make well palpable this ideology and its consequences for the "workers" and the "inactive ones", in order to characterize the enemy well. This will be based on a talk of the European policies followed of another on the ideological roots of "the war to the unemployed".

In the second time, speakers from various European countries will come to explain the forms which this diary takes (reform of the insurance unemployment and privatization of the employment agencies, precarisation of employment, pressures on the inactive ones), already measurable consequences and strategies of fight set up in their respective country.

In the third time the discussion will relate to the same questions to Belgium with claimants, trade-union representatives, unemployed etc to also consider the needed mobilizations.
