Paramilitaries murder 22 peasant farmers in Cesar, northern Colombia

MINGA, the Association for the Promotion of Social Alternatives informs national and international public opinion, that paramilitaries currently engaged in so called “peace negotiations” with the Colombian government, detained, tortured and then executed 22 peasant farmers in the villages of La Mas Verde and Nuevo Horizonte, in the municipality of Curumani, Cesar.

The facts:

a) On 4 and 5 December 2005, a group of about 200 armed men in uniform, identifying themselves as members of the Northern Block of the AUC paramilitaries, under the command of Jorge 40, entered the villages of La Mas Verde and Nuevo Horizonte in Curumani, Cesar. In these villages they then committed every imaginable abuse against the civil population before detaining and taking away a large group of civilians. 22 of these people were later tied up and executed, shot at close range.

b) Before killing them, the paramilitaries tortured their victims. They then stole cattle and other goods from the villages.

c) Of the dead peasant farmers, only 3 have so far been identified. 64 year old Carlos Julio Hernandez Triana’s remains were found in a ditch in the village of La Mas Verde. The bodies of Elidez Ramirez Pineda and Hector Julio Manzano were recovered by the national army and taken away to the nearby town of Curumani. The other 17 bodies are still to be identified due to the severe state of decomposition. The bodies had been left out in the open and eaten by carrion animals. Neither the police nor judicial authorities have so far made any attempt to recover or identify these bodies.

d) The paramilitaries managed to enter these villages and then leave without facing any opposition from the armed forces. They set up road blocks and blockaded the local population until 7 December, forbidding anyone to enter or leave the area. They then returned to their bases in Curumani and Pailitas in Cesar.

e) The inhabitants of this zone and understandably scared about future paramilitary activity in the area. They also have no access to food and medicines.

We therefore demand the following:

Of the national government:

a) Guarantee the lives, integrity and freedom of the people of Curumani.

b) Provide psychosocial and material assistance to the victims of this paramilitary incursion.

c) Neutralise and combat the paramilitary group responsible for the massacre.

d) Inform public opinion if this paramilitary group has broken the terms of the ceasefire and the negotiations with the administration of President Alvaro Uribe Velez.

e) That the Attorney General’s Office urgently send a judicial commission to the area to find, identify and return the bodies to their loved ones, and to prosecute those responsible for the massacre.

Of Sergio Caramanga, the Organisation of American States overseer of the Peace Process with the paramilitaries:

a) Verify the facts and to denounce this action as a violation of the ceasefire agreed by the paramilitaries and the Colombian government.

b) Publish a report about these events.

PARAMILITARES ASESINAN VEINTIDOS (22) CAMPESINOS EN EL MUNICIPIO DE CURUMANI

La Asociación Para la Promoción Social Alternativa Minga, informa a la opinión nacional e internacional, que paramilitares en proceso de negociación con el gobierno nacional, retuvieron, torturaron y ejecutaron a veintidós (22) campesinos en las veredas La Más Verde y Nuevo Horizonte, municipio de Curumaní, Cesar.

Los hechos son los siguientes:

1. Los días 4 y 5 de diciembre de 2005, un grupo de aproximadamente 200 hombres armados y uniformados, que se presentaron como integrantes del Bloque Norte de las Autodefensas, bajo el mando de alias Jorge 40, incursionó en las veredas La Más Verde y Nuevo Horizonte, corregimiento de Santa Isabel, municipio de Curumaní, Cesar; lugares donde cometieron todo tipo de atropellos y vejámenes contra la población civil y retuvieron a un número indeterminado de personas, de las cuales veintidós fueron, hallándose en estado de indefensión, asesinadas con armas de fuego y corto punzantes.

2. Los paramilitares, antes de ejecutar a estas personas, las sometieron a suplicios y humillaciones. Igualmente hurtaron ganado y otros bienes de los pobladores de esa zona rural de Curumaní.

3. Entre las campesinos asesinados se ha identificado a: el señor CARLOS JULIO HERNANDEZ TRIANA, de 64 años de edad, cuyos restos mortales fueron inhumados en una fosa común en la vereda La Más Verde dado el estado de descomposición en el que se hallaban; y los labriegos ELIDEZ RAMIREZ PINEDA y HECTOR JULIO MANZANO, cuyos cadáveres, junto a dos N.N., fueron levantados por el ejército nacional y traslados a la cabecera urbana de Curumaní. Los otros 17 cadáveres permanecen expuestos, desde hace cinco días, a la acción de la intemperie y los animales de carroña, en las veredas La Más Verde y Nuevo Horizonte, sin que autoridad judicial o policiva haya realizado esfuerzo alguno para recuperar e identificar esos restos.

4. Los paramilitares, que ingresaron y salieron de esas zonas sin haber hallado oposición alguna de la fuerza pública, mantuvieron bloqueados hasta el 7 de diciembre de 2005 a los residentes de las regiones agredidas, impidiendo el ingreso y salida de personas; para luego retirarse a las bases que tienen ubicadas en los municipios de Curumaní y Pailitas, Cesar.

5. Los habitantes de las zonas rurales del corregimiento de Santa Isabel, Curumaní, soportan altos grados de ansiedad y temor por los hechos sucedidos, y dificultades para abastecerse de alimentos y medicinas.

Ante estos hechos demandamos:

- Al gobierno nacional: a) garantizar la vida, integridad personal, libertad y bienes de los pobladores del corregimiento Santa Isabel, municipio de Curumaní; b) brindar asistencia psicosocial y material a las víctimas de la incursión paramilitar, c) neutralizar y combatir al grupo paramilitar responsable de esta masacre; y d) informar a la opinión pública si el grupo responsable de los hechos denunciados, ha roto las negociaciones con la administración del presidente Uribe Vélez e incumplido el cese de hostilidades.

- A la Fiscalía General de la Nación, enviar de manera urgente a la zona de consumación de la masacre, una comisión judicial que se encargue de hacer los levantamientos, identificar y entregar a sus familiares los cadáveres de las víctimas, y juzgar y sancionar a los responsables de los hechos denunciados.

- Al Dr. SERGIO CARAMAGNA, encargado de La Misión de Acompañamiento de la OEA al Proceso de Paz con los paramilitares, verificar la denunciada violación al cese de hostilidades por parte de la estructura delincuencial dirigida por alias Jorge 40 y emitir un informe público sobre este hecho.
