Conference Call

ICAD has been struggling against disappearances of the opposition by the government or governments for the last 10 years. As part of this Struggle 4 conferences (Turkey 1996, Colombia 1997, Philippines 1999 and Germany 2002) have been organised. ICAD demands the ones responsible to be punished, it does this by organising events, demonstrations, publishing materials, organising meetings, it also points out to the problems of the relatives of the disappeared. ICAD argues about the breaches of the human rights although there is the United Nations International Law Courts at its conferences with the delegates from many different countries. ICAD also raises the solidarity with local Human Rights groups.


ICAD was formed at the first conference against disappearances organised in Istanbul in 1996. Hundreds of workers, unionists, journalists, and human rights supporters were disappeared under detention during the Dirty war in Turkey in the 1980’s and the 1990’s. Apart from a few disappeared many of them have not yet been identified and the ones responsible have not yet been punished.

After 10 years ICAD has decided to organise another conference in Turkey but this time in Diyarbakir under this title:

War and Occupation: Human Rights Abuses, Torture and forced Disappearances.

The Turkish state plays an important role in the war, occupation and breaches of the human rights in the Middle East as a result of their relations with the USA and their NATO membership. We will try to point and look at the developments in the world as well as looking at the sizes of disappearances under detention, torture, massacres, and rapes by the state officials in the Middle East Iraq, Palestine, Turkey and Kurdistan geography.

We as ICAD and YAKAY-DER are looking forward to see the relatives of the ones disappeared from different countries at our conference. We also want to meet with the victims of disappearances under detention and torture in the Kurdish districts, go around the burned and destroyed villages to see the effects of the war from the first hand. Our conference which aims to identify the ones disappeared under detention will be the raising demands for the ones responsible to be punished.

We will be researching the different reasons of disappearances under detention with the workshops that will be hold at our conference.

ICAD and YAKAY-DER calls all human rights activists, progressives, democratic organisations and individuals to meet at the conference.

Workshops

1- Human rights abuses, disappearances under detention and struggle perspective

Altought the UN, UNHCR and many other organisations have signed uncountable human rights agreements, human rights breaches are contiuning. Eextrajudicial killings, torture and Disappearances under detention are continuing all over the world, from one hand unjust wars are continuing in Iraq and Afghanistan on the other hand hundreds have been disappeared under detention, their villages have been burned down and hundreds are forced to leave their settlement areas on the geography where the conference will be hold. Disappearances under detention, isolation, torture, extrajudicial killings, massacres, sexual assault and rape, wars and occupations renders and bounds the struggle of the human rights organisations. The brutality seen in the Abu Gharip in Iraq, extrajudicial killings in the streets of Palestine, the extrajudicial killings and the Counter-guerrilla attacks in the Kurdish geography meets with lynch attack caused by the racism and chauvinism. In these workshops the delegates will try to show the human rights breaches in their countries, they will explain their experiences in the struggle against these attacks and will argue on how to develop a stronger struggle. To argue the current international situation of disappearances under police custody, to research the whereabouts of thousands of people who have disappeared under detention in the geography where the Conference will be hold and to show concrete datum will be the main aims of the workshops. The relatives of the disappeared and representatives of various organisations will put the demand to organise a united struggle.

2- War Strategies and the current reality of the Middle East

Especially the USA and other Imperialist governments are applying for different war strategies to re-share the world. Whilst in Afghanistan and Iraq this is done by direct occupation in Ukraine, Kyrgyzstan and such countries they organise the domestic opposition put them to power and make them dependent. Middle East is the area where most contradiction is taking place and where Imperialist occupation and barbarism is most effective. Kurdish problem, Iraq problem, and Palestine problem are the main problems in the Middle East.
In this workshop the delegates will show different war strategies and the effects on the people and will argue on the current reality of the Middle East.

3- Neo-Liberal Economical Policies and Militarism

The neo-liberal policies towards the working class and the labourers is increasing continuously at different stages in all countries, concrete attacks such as Privatisation, disunionisation, flexible working hours, the cut in social rights, freeze on the workers wages, unemployment is been dictated by the IMF, world bank and such Imperialist organisations and are implemented by the capital class. In this workshop the delegates will argue on the neo-liberal attacks on the working class and the labourers, arming, and the militarism part of it in connection with the breaches of human rights. We will try to put the relations between Neo-liberal economical politics and militarism, despoil of the resources and sexual assault.
