First, the "extremists", then the "radicals", then the world

The ACPO recently released a strategy with which to tackle "extremism". This was circulated among local authorities and strategic partnerships in order to co-opt their help in delivering it. The strategy seeks to identify, isolate, muffle and divert any protest and concern that is not channelled through the "official" and "normative" streams, and to establish these "extremists" as enemies of democracy. First, they came for the "extremists" ...

One cannot read the recent strategy by the Association of Chief Police Officers' Terrorist and Allied Matters (ACPO TAM) without feeling a vague shudder of disquiet. The so-called "Police PREVENT Strategy" (March 2008) [see attached], is a briefing for partners within the local authorities' strategic partnerships (LSP - Local Strategic Partnership) to update them on developments within the PREVENT agenda so that LSPs can arrange their own priorities accordingly.

But, what is the PREVENT agenda? Its Strategic Aim is simply "To stop people becoming or supporting terrorists or violent extremists ". There are a variety of ways through which this will be achieved, but all of these are - at this point in time - directed specifically at Muslim males.

Against a political backdrop of 42 days without trial detentions, slavish loyalty to the US's aggression and policies of torture and abuse, and the gradual creep of terrorist labelling being applied to animal rights and environmental activists, one must keep in mind that the PREVENT agenda is but the thin end of the wedge. When it comes to the slow, but irreversible, creep of state redefinition as being "terrorists" those who challenge the alleged "democratic" consumer capitalist orthodoxy that is ecologically destructive and unmistakably unsustainable, the PRVENT agenda takes on an ominous dimension. That is, the PREVENT strategy provides the abstract machine - the blueprint - by which those who oppose the corporatist capitalist agenda can be reframed as terrorists and treated as "extremists" for their defiant refusal to participate and to swallow the dominant lies.

It is simply a matter of time before those who challenge the state machine and its corporate whoring are branded extremists, and dealt with the self-same tactics as those who are today labelled terrorists, even when those accusations are themselves fraught with controversy, state manipulation of evidence, and legalistic disagreement.

Already the stage is set for those who deny climate change, who persist in undermining the peer reviewed science with opportunistic red herrings, those who would reclassify consumerist capitalism as sustainable, who rebrand nuclear power as "green", who take advantage of ordinary concerns about the ecological future as yet another opportunity for marketing so-called "green" economies.

The battle lines are drawn. Soon one will need to choose sides. One will need to become an "extremist" in order to preserve a more sane level of development, to turn back and mitigate against the rampant devastation of our biologically common life-base. If this makes one an extremist, subject to the ACPO TAM's PREVENT strategy it is therefore wise to become acquainted of what that decision will mean, and how local governments are being increasingly recruited as allies in this onslaught of state warfare against the populous as well as against Terra. The PREVENT agenda, as well as the so-called "Borough Beat" option in London that seduces local authority workers with police training and paid days' leave to work with the police in policing and patrols ... the civitas becomes ever more stratified with legalistic, surveillance politics of command and control. We must be on our guard, for the snitches and the sneaks are upon us.

“Tackling extremists may seem like a great idea, but what do NETCU actually mean by the term ‘domestic extremists’? One might assume it would have to be something pretty major, but rather than simply speculating let’s head over to NETCU’s web site. According to the site’s glossary section, “Domestic extremism is the term used to describe any unlawful or recognisably anti-social act carried out as part of an 'extreme campaign'.” And ‘animal rights extremism’ is “Any unlawful or, if not actually unlawful, recognisably anti-social act, motivated by an intention to disrupt lawful business or to intimidate, perceived by any party involved to be rooted in opposition to the perceived exploitation of animals.” It states “if not actually unlawful” so, lets be clear, it seems that the action does not even need to be unlawful for it to be ‘animal rights extremism’!”

Yes, it is "Restricted" but so what? This is something the public need to know about.

Whistleblowing = Good; censorship = Bad.

I think the OP raises some good points, however I think some of the statements need to be reinforced through a wider reading of the literature and citing that in this article.

I think it is common knowledge now that peaceful protesters have already been arrested under the new-ish anti-terrorist legislation, and how this has set precedents and given guidance to subsequent legislation.

I think there is a wider more long term perspective to keep in mind when looking at where all this is pointing, which is includes the type of infrastructures that are steadily being put in place.

I think that there will be some extremely hard and worrying social and economic conditions and unrest ahead, and that it is these future events that such provisions are directed at combating (that is from the establishments point of view).

This is an excellent article which does highlight what we are seeing happen during these times.

What we need to remember is this. The police and government have changed their tactics against campaigning groups and have been trying these new methods, including this new definiton of 'extremist' and 'terrorist'. These will ONLY be a success IF WE LET THEM BE! This is in OUR hands, the future will be shaped largely by how we react to this.

If people see what is happening and shy away when things get a bit bumpy, then this will give those in power a winning formula for effectively crushing campaigns. Which will be applied across the board to ALL campaign groups.

A lot of what the police is doing seems to be largely illegal and against fundamental human rights, so lets not ALLOW them to keep doing this and slowly make it a legal tactic.

The word restricted does not mean it is "restricted circulation" otherwise it would say "Restricted Circulation". "Restricted" could be "Restricted meaning" - why would one assume otherwise?

The state with nothing to hide is the state with nothing to fear.

also, the more people that decide now is the time to duck out, the more effective these new tactics will be. A small minority can resist, but with numbers this formula will never work, and the more people that stand up and fight, the better.. strength in numbers..
