Why prosecution failed to move complaint in wildlife crime? - Naresh Kadyan

There are two special environment court at Faridabad & Kurukshetra constituted by the Haryana Govt. for speedy trial & disposal of the matter, forest & wild animal crime in nature.Police & Wildlife Department can investigate the matter but Police have to file complaint in the competent court of law......Police failed to do so - WHY???????

*Smt. Maneka Gandhi was the union minister for social justice & empowerment called by the District Administration to plant a tree, Naresh Kadyan was the Duty Magistrate cum DKVIO, Faridabad at that time called by her to join animal rights & their welfare movement then he became a life member of a PFA trust managed by her family after paying 2000/- life membership fee, later PFA Haryana came in to existence along with the Rastriya Kalender Samaj Kalyan Panchyat. Naresh Kadyan moved very fast with full of energy, knowledge to enforce the Prevention of Cruelty to Animals Act, 1960 & the Wild Life Protection Act, 1972...........
-He introduced a rehabilitation scheme of kalenders, Madari's along with their captive animals, such as performing bear, monkey, mongoose, snakes, pythons, owls, hawks etc...
-He concentrate on cruel animal transportation also to control this crime.
-He identified the mongoose hair paint brushes & then conducted raids Nationwide on the manufacturers, traders, promoters & users - http://www.youtube.com/watch?v=cJYAswzwIDo
-He started ambulance & shelter service for animals in distress.
-He has moved public interest litigation's.
-He compiled a book on animal related laws in Hindi.
-He cought more than 1590 cases of animal cruelty under PCA Act, 1960 - WP Act, 1972. Legal action has been taken by the competent authorities.

Naresh Kadyan - whistle blower of this case was also booked by the Police as he has performed his duties well, now matter of quashing FIR before the hon'ble supreme court of India. As per provisions laid down by the Govt. the local Police have to file a complaint before the competent court in wild animals crime cases.....in Nawab Pataudi case Police moved charge sheet along with complaint but the senior court set a side the charge sheet but complaint still stand before the special environment court. There are so many wild animals / wild animal trophies cases are pending before the both special court's but wild life & Police Department failed to move criminal complaint till today.....even in Gurgaon Wild Life Mongoose hair paint brushes cases are still pending before the court in Gurgaon not empowered with out any jurisdiction instead of special court at Faridabad...till today no complaint has been moved by the Police before the competent court along with many other matters......few cases are pending with the another court at Kurukshetra.....tomorrow on May 12th, 2009 two complaints will be heard in Kurukshetra as per statement given by PFA Haryana advocate Girdhari Lal & today a matter was came up before the hon'ble high court for quashing a FIR lodged in Yamunanagar ...matter was adjourned as per PFA Haryana advocate Madan Pal report, he further stated that Police also failed to move a complaint in this case also.
WHY Haryana Police not moving as per provisions - set procedures & Who are responsible for all lapses, wholes in the system.......
