Pacific Rescue Plan.

Even before the plans of establishment a free Sunland settlement on one of the Pacific Islands were declared, a large-scale strategic document - "The Pacific Plan of freedom and development" has been proposed for discussion of all interested countries, organizations and individuals. But the challenges to the Pacific island countries are so threatening, that it would be more correct speak about the plan of salvation.


We primarily mean the global warming environmental threat and rising of sea level because of it. Most Pacific countries actually threatened with extinction under the Ocean waters in the coming decades, may be in years. The entire population of such countries as the Republic of Kiribati etc. is already preparing to become environmental refugees. The problem of possible flooding is the primary problem of island states.

We can not say that this problem is outside international attention. In December 2009 Copenhagen hosts the Cop-15 international conference under the auspices of the UN. 110 Heads of States and Governments from over the world gathered in order to solve the problem of effective counteract global climate change. The main conference goal is the adoption a new agreement, which will replace the Kyoto Protocol, which expires in 2012. The new agreement will set commitments to reduce emissions of greenhouse gases the largest developing countries (China, Brazil, and India) and the United States.

The participants intend to come to agreement on the establishment of a global fund to combat climate change. China and islands developing States believe that the developed countries are obliged to give $ 200 billion in aid to the fight against climate change. The disagreement consists in the fact that the rich world, led by the United States, insist that the contributions to the fund should be voluntary and fund management should be given to them. At the same time, the island States and China stand for a clear definition of the contributions on the basis of indicators of pollution and put forward a fair requirement that recipient countries took part in the allocation of financial resources.

We fully support the position of developing countries at the conference. However, even if China and small island States will be able to come to agreement with the richest countries on fair conditions of formation of the Fund, it is by itself can only help in solving problems, not solve them.

In "Pacific Plan for Freedom and Development" we performed the analysis of neo-colonialist and imperialist politics conducting by Australia and New Zealand in the Pacific. Using the pressure of their economic superiority over the small island states, Australia and New Zealand force them to enter into an unequal alliance - so-called "Pacific Islands Forum". Australia and New Zealand impose on the island States one-sided, neo-colonial economic structure. It is obviously, that Australia and New Zealand are not interested in a progressive and independent development of small island states. They will do everything to hamper their development. How will they solve the problem of possible islands flooding? They will do it so that maintain their economic dominance, so that already invested capital could be refunded, so that they might wring all juices from the islands as quickly as possible, and then...everything else can go to hell! More specifically, resettlement in Australia and New Zealand is in store for the peoples of the Pacific islands. They will be the second-class citizens there. Poor and unemployed, they will be put up into the camps for environmental refugees first, then into the special reservations. Only few of them will be able to find place of refuge in urban poor neighborhoods. They'll repeat the sorrowful fate of American Indians and Australian Aborigines.

But the peoples of the Pacific Islands have a chance at a decent future. The only necessary thing to clutch this chance is to take their destiny into their own hands. The political decisions and the political struggle are needed. The population of the islands should rally around the new political forces, around the new political parties and leaders, which suggest the prospect of progressive development.

What is this prospect? First, we have to repeat once again what has already been proposed in the Plan of freedom and development, but with some additions:

- Cooperation independent island nations of Oceania within the framework of a new independent regional organization for the purpose of economic integration and cooperation. Benefits of such cooperation should be equal divided among all participating States. Another purpose of the organization is a coordination of foreign policy. As an example of fruitful cooperation States within the framework of such organization we can point out the Caribbean Community (CARICOM). It is necessary create a common currency, common import-export tariffs, and other measures of economic integration. Additionally, the idea of closer integration - The Pacific Islands Confederation - .should be put on the agenda.

- The rapid elimination of residues of undisguised colonialism in the region.
The full and comprehensive independence must be granted for colonies of France (French Polynesia, New Caledonia, Wallis and Futuna Islands) United Kingdom (Pitcairn), United States (American Samoa, Northern Mariana Islands), Australia (Norfolk Island), New Zealand (Niue, Cook Islands, Tokelau). Newly states could be able to enter into a new regional organization of equal in rights states.

- Activisation trade and cultural exchange of China, Japan and Russia with the countries, which united in the new independent Pacific islands organization. China, Japan and Russia should grant duty-free or preferential tariff treatment for a wide range of products of those countries. The development of such relations is essential for maintaining regional balance and preventing subjection of peoples to domination by any Power.

- The development and implementation of China, Japan and Russia programs financial, scientific, technical and other kinds of aid for the island nations of the Pacific region. Stimulation of investment activity in the region business circles of these countries. Additionally, orientation on China, Japan and Russia should be complemented by orientation on independent (from US domination) Latin American countries.

Pacific island countries should use the benefits from their cooperation with friendly countries to embark on the path of independent development. It must begin with the energy and transport. On a new regional energy concept see "Energetics for the sustainable development". A new regional transport concept will significantly reduce the transportation costs. It will be crucial for building a modern infrastructure for tourism and a multiple increase of tourist flow. The new vehicles are quite convenient for usage in the Pacific region (see the article about it). The tourist flow increasing will give public revenues of many billions. The proceeds should be directed at providing a technological breakthrough, to the development of new, most advanced technologies. Implementation of this plan will let the peoples of Oceania to look to the future with confidence, it helps overcome the challenges they face with.

But to fulfill this plan, we all need political will, and not only by Pacific Islanders. Democratically and progressive-minded people from around the world should participate and assist to the establishment of an international coordinating centre, a new political movement, which acting in all Pacific island countries. As the name for this movement we suggest "Pacific Unity League" (of course, other variants of the name have to be also democratically discussed).

The League's objectives are organizational and ideological assistance to the creation of national parties for progressive development in individual island countries and finding and training effective public leaders in the region. Wherever possible, these national parties should participate in the democratic political process, national parliamentary and presidential elections. We must place agitation and propaganda on a broad footing to prove the peoples the benefits of alternative development, to expose the policies of neo-colonialism, corruption in the political class, and collaborationism of individual representatives of political class with neo-colonialism.

National parties for progressive development can and must win the support of the masses.
