Caravan of local social movements and international observator tryin toward the militarized area of San Juan Copala, under threat of paramilitaries

El día de hoy 26 de abril del 2010, San Juan Copala se encuentra sitiada, no hay luz eléctrica, han cortado el agua, no hay clases desde enero en las escuelas de la comunidad, no hay medico, cuando las mujeres salen en busca de agua o comida las mujeres son acosadas por los paramilitares que ahí existen, hay un reten permanente en la comunidad y el estado de sitio no permite la vida. Por eso el día de hoy ante la permanente violación a los derechos humanos elementales y ante el clima de hostilidad y las continuas agresiones contra el Municipio Autónomo de San Juan Copala, planteamos una Caravana de cobertura y respaldo al proceso de organización autónoma y libre autodeterminación del municipio de San Juan Copala.

Este 26 de abril de 2010 una parte de quienes formamos la Caravana ha llegado a la Ciudad de Huajuapan de León, integrada por la comisión de territorio de VOCAL así como Observadores de Derechos Humanos venidos de Europa: (Finlandia, Italia, Bélgica y Alemania). Para después dirigirse hacia el Municipio Autónomo de San Jan Copala.

Asimismo hacemos de su conocimiento que el día de mañana llegan personas y organizaciones integradas en la Asamblea Popular de los Pueblos de Oaxaca (APPO) y de la Sección 22 del magisterio oaxaqueño, así como una delegación más amplia de observación internacional.

La caravana tiene por objetivos brindar un apoyo activo a la autoorganización del Municipio Autónomo de San Juan Copala y su lucha por unir al pueblo triqui, así como contribuir a detener cualquier tipo de agresión contra la comunidad, rompiendo el cerco mediático, a la vez de documentar la situación prevaleciente en la zona, para este fin la caravana es realizada por compañeros del movimiento social oaxaqueño, participación de observadores internacionales de derechos humanos y existe además un acompañamiento de compañeros de la región Mixteca, en particular del Centro de Apoyo Comunitario Trabajando Unidos, CACTUS, de la Red de Radios y comunicadores Indígenas del Sureste Mexicano.

Así mismo la declaración que realizo Rufino Juárez dirigente de la UBISORT algunos medios de comunicación en donde establece que bajo ninguna circunstancia permitirán la entrada de ninguna caravana, que no se hacen responsables de lo que les pueda pasar, por lo que hacemos responsable al Gobierno de Ulises Ruiz de cualquier agresión que puedan sufrir los comunicadores y los observadores de derechos humanos, así también exigimos a Evencio Martínez, quine están obligados a garantizar el trancito de esta comisión de observación y de medios, sin ninguna condición ni amenaza de tal naturaleza como lo hace la Unidad de Bienestar Social de la Región Triqui, (grupo paramilitar del PRI).

Hacemos un llamado a mantenerse al pendiente de los trabajos de esta Caravana a su paso por la región Mixteca de Oaxaca con rumbo al Municipio Autónomo de San Juan Copala.

Consideramos que la lucha del Municipio Autónomo de San Juan Copala no es una lucha aislada, se enmarca en la lucha por la defensa de la tierra y el territorio que se esta librando a lo largo y ancho de nuestro estado de Oaxaca, contra el despojo impulsado por el mal gobierno y empresas transnacionales.

Solidarity Caravan to the Autonomous Municipality of San Juan Copala

Today, 26th of April 2010, San Juan Copala is besieged; the community
does not have electricity, the water pipes have been cut, the schools
have been shut down since January and there are no doctors. When the
women leave the community in order to look for water a food
they are hassled by paramilitaries. The constant control and the siege
delimit life in the community. For this reason due to the permanent
violation of elemental human rights, the climate of hostilities and to
the continuous aggressions against the Autonomous Municipality of San
Juan Copala, we are organizing a Solidarity Caravan to cover and support
the process of autonomous organization and self-determination of the
Municipality of San Juan Copala.

Today, one part of the Caravan, consisting of the local commission of
VOCAL as well as a group of Human Rights Observers from different
European countries (Finland, Germany, Italy and Belgium), arrived in the
city of Huajupan de Leon in order to head to the Autonomous Municipality
of San Juan Copala tomorrow.

Furthermore, tomorrow more people and organizations that are members of
the Popular Assembly of the Peoples of Oaxaca (APPO) and of the section
22 of the teachers’ union of Oaxaca, as well as a broader delegation of
international observers, will arrive.

The caravan’s objectives are providing active support to the
self-organization of the Autonomous Municipality of San Juan Copala and
its struggle to unify the Triqui people, as well as contributing to
avoid any kind of aggression against the Triqui community. The Caravan
also aims to document and to break the media silence on the prevailing
situation in the area. For this reason the Caravan is realized by
comrades from the social movement in Oaxaca, with the participation of
international Human Rights Observers and local Mixtec organizations,
especially the Centre for Communal Support (CACTUS) and the network of
radios and indigenous media from the Mexican South-East.

At the same time Rufino Juárez, head of UBISORT (local paramilitary
group), declares to media that under no circumstances they would allow
the entrance of any caravan and that they would not take responsibility
for any possible occurrences. Given the circumstances, we hold the
government of Ulises Ruiz responsible for any aggression any
representative of the media or human rights observer could face. Hence,
we demand Evencio Martínez and the government to guarantee the transit
of the Caravan and the media without any trouble or threats like the
ones coming from UBISORT.

We are calling for the media, the civil society and the general public to
stay informed and alert about the Caravan and its journey across the
Mixtec region of Oaxaca towards the Autonomous Municipality of San Juan
Copala.

We do not consider the struggle of the autonomous municipality of San
Juan Copala as being an isolated struggle, but rather as part of the
struggle for land and territory that is going on throughout the our
state of Oaxaca against the violent appropriation carried out by the bad
government and transnational corporations.
