Chilean Circus of Saints and Sinners

Amidst a well orchestrated Chilean media blackout and after almost 50 days on hunger strike the health of the 32 Mapuche political prisoners incarcerated under anti terrorist law is in serious jeopardy, with two strikers being rushed to hospital in the past week.
Carlos Muñoz Huenuman and Eduardo Painemil Peña two of the Mapuche hunger strikers held in Lebu prison stated at the outset of their protest “With this extreme and fair measure, we extend the resistance carried out by Mapuche political prisoners in different Chilean jails, which seeks to denounce the injustices committed against our people. These injustices are reflected in the violent raids, where the victims are mainly elders and children; in the indiscriminate and set-up use of protected witnesses that include underage children; in the excessive duration of the investigations carried out by the District Attorney’s Office , which only perpetuate pre-emptive custody. Finally, we seek to reject the politico-judicial set-ups, sustained by the application of the Anti-terrorism Law, which seek to jail Mapuche social fighters that confront the extermination war declared against us by the Chilean State.”

As an international Mapuche human rights campaigner I have charted and publicised a catalogue of historic abhorrent abuses applied by the Chilean state to proud and peaceful Mapuche communities and individuals who resist assimilation and territorial domination by the Chilean State for the past decade., in particular that of the experience of the Lonko Calfunao family. In 2005 Chief Calfunao leader of the Juan pailalef community conducted a humanitarian visit to Europe in order to raise awareness within the international arena of the repression she, her community and indeed their nation had experienced as a result of their peaceful defence of ancestral territory. During the European visit Mapuche international link had accompanied Chief Calfunao to the headquarters of Amnesty international in London urgently requesting support due to the ongoing danger to her own and her families lives . Immediately following her return to her home to Chile she was arrested along with the remainder of her family and incarcered in Temuco women’s penitentiary where she remains to this day on a petty civil disobedience charge. Her youngest daughter Relmutray aged 12 was later transported by her family to Europe to seek sanctuary as a political refugee.
During the course of her incarceration Chief Calfunao had committed to hunger strike in 2006 at which time she suffered serious cardiac complications, the Tibetan Dali Lama offered prayers for her safety and wellbeing prior to ending her protest, the chief was on this occasion fortunate to survive. As a result of years of physical and mental abuse by Chilean officials and the physical impacts of her previous hunger strike Chief Calfuano has since suffered symptoms of a stroke with complete paralysis of one side of her body and is rendered incapable of speech, she remains in jail and untreated for this life threatening condition. In May 2010, Chief Calfuano’s sentence was set for review due to having served 4 years of her sentence and as a result of her exemplary behaviour during her incarceration, however the court ruled to deny her this opportunity and thus returned her to the penitentiary indefinitely. The Juan Paillalef community along with the Mapuche nation now have grave concern for her life.

Whilst the son of Chief Calfuano, Waikilaf cadin Calfunao having spent the majority of his adult life being harassed by Chilean police, enduring countless arrests, detentions and torture at the hands of his aggressors is currently detained on remand under anti terrorist charges for due to protesting for his mothers release for a crime which he did not commit. Waikilaf is currently committed to hunger strike in Angol prison, he was transported to hospital last week as a result of the physical effects of starvation.
Waikilaf’s father and brother were each recently released on probation following lengthy sentences on arbitrary charges. The Calfuano family’s’ experience of systematic brutal state repression due to the peaceful defence of their ancestral land is not a unique experience for everyday Mapuche, with hundreds of Mapuche families and communities sharing this same catastrophic experience.

The Chilean policy for control of the Mapuche people as a means of access to their land is tantamount to genocide, such is their ambition to have sole control of it and the valuable natural resources it represents to them and the evolving Chilean free market economy. In a pre-election statement Chilean right wing President Pinera, himself a wealthy businessman vowed, “We shall soon see the second Pacification of Araucania”, referring to a repeat of the original genocidal annexation of Mapuche territory which took place in the 1860’s in Chile.

Whilst the shift in economic trends moves away from investment in production towards investment in territorial resources, intellectual property rights and the like, the indigenous Mapuche like all indigenous peoples of the world today remain at impending and grave danger of annihilation. In the post 9-11 climate unscrupulous governments regularly conveniently classify indigenous democratic descent as a terrorist act in order to achieve their self serving and destructive ambitions. In this climate families such as the Calfunao’s and their countrymen are viewed in Machiavellian terms as expendable casualties when weighed against the survival and expansion of the capitalist state and its economic objectives.
The United Nations and the international human rights community watch on with increasing alarm for the health of the current 32 Mapuche hunger strikers whom, having reached a fragile and most vulnerable state in the absence of any medical intervention, acknowledgement nor dialogue from the Chilean state to bring a swift and lifesaving resolution to their situation, remain at their mercy.
The arrival in Chile this week of United Nations representative from the International Labour Organisation who will meet with Chilean government representatives in order to assess their compliance with ILO convention 169, a legal framework which stipulates that states must respect the rights of indigenous communities within their territorial boundaries with specific emphasis on the legal request for free and informed prior consent in relation to development issues affecting indigenous people within their ancestral territory a requirement which Chile have to date failed to fulfill.
Despite interventions made by the prisoners families and numerous public officials who had visited the prisoners such as left wing Chilean Senators Navarro and Jaime Quintana urging the government to urgently initiate dialogue to avert a tragic yet avoidable loss of life the Chilean state remains deaf to their pleas.
Whilst a leading international human rights representative Esteban Beltrán Director of Spanish Amnesty International this week visited Chile and publicly condemned the criminalisation of Mapuche democratic rights using the application of anti terrorist law; “The two most important human rights issues in Chile, he said, are Mapuche rights and women’s reproductive rights, commenting that “What really strikes me is that after 20 years of democracy, the Chilean government is applying the same antiterrorist laws from the dictatorship,” Beltrán said. “I’m astonished that this antiterrorist law is applied to the Mapuche community. I understand they may have perpetrated an illegal act, but they should be judged fairly.”
Meanwhile in the same week the compassionate and humanitarian response of the state to the recent rescue mission activated to save the lives of a proportionate number of trapped miners in the north of Chile appears to know no bounds with the new President this week staging a public offering of prayers in the presence of global and national media; upon the prayer platform, surrounded by government officials and adorned by a flurry of Chilean national flags amidst a large painting of saint Francis of Assisi the ‘patron saint of travellers’ Pinera announced while grasping a note sent from the miners "Coming from the deepest point in this mine, comes a message from our miners who are telling us that they are alive, that they are all together, and that they are waiting to return to see the light of the sun and embrace their families," . Whilst the concern for those trapped deep underground and the public and official outpouring of emotion for their wellbeing is laudable, the response comes in stark polar contrast to an entire lack of compassion nor concern for the 32 Mapuche hunger strikers within the nations grasp who currently lie in a fatal condition in their prison cells and whilst the effort to reach the miners is carefully chronologically calculated using precision technology to reach them the Mapuche hunger strikers though within easy reach are left to die alone and without governmental or mainstream public empathy nor support. One cannot help but speculate on the long term outcome of the hunger strikers condition and if at such time in the future the miners are reunited into the bosom of their loving families into the security of their homes the Mapuche strikers will still be alive to experience such simple human joys. If the Chilean state solely places value on human life by measuring the individuals willingness to assist economic growth then the Mapuche will remain not only invaluable but also a hindrance to the state’s economic ambitions and as such will remain an highly endangered people.

En medio de una bien orquestada apagón medios de comunicación chilenos y después de casi 50 días en huelga de hambre la salud de los 32 presos políticos mapuches encarcelados bajo la ley anti terrorista es en serio peligro, con dos delanteros de ser trasladado a un hospital en la última semana.
Carlos Muñoz Huenuman y Eduardo Painemil Peña dos de los mapuches en huelga de hambre en la cárcel de Lebu se indicó al principio de su protesta "Con esta medida extrema y justas, se extiende la resistencia llevada a cabo por los presos políticos mapuches en diferentes cárceles de Chile, que busca denunciar las injusticias cometidas contra nuestro pueblo. Estas injusticias se reflejan en las incursiones violentas, donde las víctimas son principalmente los ancianos y los niños; en el uso indiscriminado e puesta en marcha de los testigos protegidos que incluyen a niños menores de edad, en la excesiva duración de las investigaciones llevadas a cabo por la Oficina del Fiscal del Distrito, que sólo perpetúan la custodia preventiva. Por último, queremos rechazar la justicia político-set-ups, sostenida por la aplicación de la Ley de Lucha contra el terrorismo, que buscan a la cárcel luchadores sociales mapuche que enfrentar la guerra de exterminio contra nosotros declarada por el Estado chileno ".

Como internacional de los derechos humanos Mapuche activista he trazado y difundido un catálogo histórico de los abusos aberrantes aplicado por el Estado chileno a las comunidades mapuche orgullosa y pacífica y que los individuos que se resisten a la asimilación y el dominio territorial por parte del Estado chileno en la última década., En particular, que de la experiencia de la familia de la Lonko Calfunao. En 2005 Jefe líder Calfunao de la comunidad pailalef Juan realizó una visita humanitaria a Europa con el fin de crear conciencia en el ámbito internacional de la represión que ella, había experimentado su comunidad y, de hecho su nación como resultado de su defensa pacífica de los territorios ancestrales. Durante la visita Europea vínculo mapuche internacional ha acompañado Jefe Calfunao a la sede de Amnistía Internacional en Londres que soliciten ayuda con urgencia, debido al peligro permanente para su propia vida y sus familias. Inmediatamente después de su regreso a su casa a Chile, fue detenida junto con el resto de su familia y en la penitenciaría de mujeres incarcered de Temuco donde permanece hasta hoy en día a causa de una desobediencia civil de poca monta. Su hija menor de 12 años Relmutray más tarde fue transportado por su familia a Europa a buscar refugio como refugiado político.
Durante el curso de su encarcelamiento Jefe Calfunao se había comprometido a huelga de hambre en 2006, cuando sufrió graves complicaciones cardíacas, el Tibetano Dali Lama ofrece oraciones por su seguridad y bienestar antes de finalizar su protesta, el jefe era en esta ocasión la suerte de sobrevivir . Como resultado de años de abuso físico y mental por parte de funcionarios de Chile y los efectos físicos de su anterior huelga de hambre Calfuano Jefe ha sufrido síntomas de una apoplejía con parálisis de un lado de su cuerpo y se vuelve incapaz de hablar, ella permanece en la cárcel y sin tratamiento por esta condición potencialmente mortal. En mayo de 2010, frase Jefe Calfuano fue sometido a revisión debido a que hayan cumplido 4 años de su sentencia y, como resultado de su conducta ejemplar durante su encarcelamiento, sin embargo, el tribunal decidió negarle esta oportunidad y por lo tanto la devolvieron a la cárcel indefinidamente. La comunidad Juan Paillalef, junto con la nación mapuche ahora tienen gran preocupación por su vida.

Mientras que el hijo del jefe de Calfuano, Waikilaf Cadin Calfunao de haber pasado la mayor parte de su vida adulta siendo acosados por la policía chilena, soportando innumerables detenciones, detenciones y torturas a manos de sus agresores se encuentra actualmente detenido en prisión preventiva por cargos de terrorismo contra por causa de protesta para su despacho a las madres un delito que no cometió. Waikilaf está comprometido con la huelga de hambre en la cárcel de Angol, fue trasladado al hospital la semana pasada como consecuencia de los efectos físicos de la inanición.
Waikilaf padre y el hermano de cada uno fueron recientemente puesto en libertad condicional después de largas condenas por cargos arbitrarios. La experiencia de la familia de Calfuano 'de la represión sistemática de Estado brutal debido a la defensa pacífica de sus tierras ancestrales no es una experiencia única para todos los días mapuche, con cientos de familias mapuche y comunidades que comparten esta misma experiencia catastrófica.

La política chilena para el control del pueblo mapuche como un medio de acceso a sus tierras es equivalente a un genocidio, tal es su ambición para tener el control exclusivo de la misma y los valiosos recursos naturales que representa para ellos y la evolución de la economía de libre mercado chileno. En una declaración previa a las elecciones de la derecha chilena Presidente Piñera, él mismo un rico hombre de negocios prometió, "Pronto veremos la Pacificación segundo de la Araucanía", refiriéndose a una repetición de la anexión original genocida del territorio mapuche, que tuvo lugar en 1860 en Chile .

Mientras que el cambio en las tendencias económicas se aleja de la inversión en la producción hacia la inversión en recursos territoriales, los derechos de propiedad intelectual y cosas así, la indígena mapuche como todos los pueblos indígenas del mundo de hoy permanecen en situación de peligro inminente y grave de la aniquilación. En el post 9-11 climático gobiernos inescrupulosos regular convenientemente clasificar ascendencia indígena democrático como un acto de terrorismo para lograr sus ambiciones egoístas y destructivos. En este clima de familias como la Calfunao y sus compatriotas se ven en términos maquiavélicos como bajas fungibles aceptables en relación con la supervivencia y expansión del Estado capitalista y sus objetivos económicos.
Las Naciones Unidas y la comunidad internacional de vigilancia humana en los derechos con creciente alarma por la salud de los actuales 32 huelguistas de hambre mapuche a quien, tras haber alcanzado un frágiles y más vulnerables del estado en la ausencia de cualquier intervención médica, acuse de recibo ni el diálogo por parte del Estado chileno traer una resolución rápida y salvar la vida a su situación, siguen estando a merced de ellos.
La llegada a Chile esta semana de representante de las Naciones Unidas de la Organización Internacional del Trabajo que se reunirá con representantes del gobierno chileno con el fin de evaluar su cumplimiento con el Convenio 169 de la OIT, un marco jurídico que establece que los estados deben respetar los derechos de las comunidades indígenas dentro de su territorio fronteras, con especial hincapié en la solicitud legal de consentimiento previo, libre e informado en relación con las cuestiones de desarrollo que afectan a las poblaciones indígenas en su territorio ancestral de una exigencia que hasta la fecha Chile ha incumplido.
A pesar de las intervenciones realizadas por los familiares de los presos y numerosos funcionarios públicos que habían visitado a los prisioneros como ala izquierda chilena senadores Navarro y Jaime Quintana instando al gobierno a iniciar un diálogo urgente para evitar una trágica pérdida evitable de vidas sin embargo el Estado chileno sigue haciendo oídos sordos a sus peticiones .
Mientras que un líder de los derechos humanos internacionales representante Esteban Beltrán director de Amnistía Internacional española esta semana visitó Chile y condenó públicamente la criminalización de los derechos mapuche democrática mediante la aplicación de la ley anti terrorista, "Las dos cuestiones más importantes de derechos humanos en Chile, dijo, son derechos de los mapuche y los derechos reproductivos de la mujer, comentando que "Lo que realmente me sorprende es que después de 20 años de democracia, el gobierno chileno está aplicando las leyes antiterroristas de la dictadura misma", dijo Beltrán. "Estoy asombrado de que esta ley antiterrorista se aplica a la comunidad mapuche. Entiendo que puede haber cometido un acto ilegal, sino que debe ser juzgado con justicia. "
Mientras tanto, en la misma semana en la respuesta compasiva y humanitaria del Estado a la misión de rescate recientes activado para salvar las vidas de un número proporcional de mineros atrapados en el norte de Chile parece no conocer límites con el nuevo Presidente de esta semana una oferta pública de parada de oraciones en la presencia de los medios de comunicación mundiales y nacionales; en la plataforma de la oración, rodeado de funcionarios del gobierno y adornado por una lluvia de banderas nacionales de Chile en medio de un gran cuadro de san Francisco de Asís el "santo patrón de los viajeros Piñera-anunció mientras se sujeta un nota enviada a los mineros "Desde el punto más profundo en esta mina, llega un mensaje de nuestros mineros que nos están diciendo que están vivos, que están todos juntos, y que están a la espera de volver a ver la luz del sol y abrazar a sus familias ". Si bien la preocupación por aquellos atrapados bajo tierra profunda y de la efusión pública y oficial de la emoción por su bienestar es loable, la respuesta viene en marcado contraste polar a una total falta de compasión ni preocupación por los 32 huelguistas de hambre mapuche dentro de las naciones comprender quién se encuentran actualmente en una condición fatal en sus celdas y al mismo tiempo el esfuerzo por alcanzar a los mineros es cuidadosamente cronológicamente calcula utilizando la tecnología de precisión para llegar a ellos a los huelguistas mapuche aunque a poca distancia se dejan morir solo y sin gubernamentales o incorporar la empatía del público ni de apoyo. Uno no puede dejar de especular sobre el resultado a largo plazo de la condición de hambre en huelga y si en el momento en el futuro, los mineros se reúnen en el seno de sus familias amorosas en la seguridad de sus hogares a los huelguistas mapuche seguirá vivo de esta experiencia simples alegrías humanas. Si el Estado chileno sólo le da mucho valor a la vida humana mediante la medición de la voluntad de los individuos para ayudar a el crecimiento económico, los mapuche no sólo seguirá siendo valiosa, sino también un obstáculo a las ambiciones económicas del estado y, como tal, seguirá siendo un pueblo altamente en peligro de extinción.
