United Systems Commonwealth of North America

 

Article 1

We the people of the colonial systems commonwealth declare in one voice that we shall never speak to any persons, groups and or nations that use force, intimidation, or violence to force their will upon the people of the commonwealth and use of such acts shall be that they have chosen war with the commonwealth and shall the commonwealth act accordingly by the rules of war any official of the commonwealth who speaks through channels or any other mean that act shall be declared a crime against the people of the commonwealth and shall be deemed treason punishable by death by hanging in the public forum

Article 2

We the people of the colonial systems commonwealth declare in one voice that we the people shall hence forth observe and defend the world, the human rights accords of the Haig, the Geneva conventions concerning the rights and privileges of the citizens of the world, we further shall observe the right of Prisoners of war to human and compassionate treatment.  We further declare in one voice that never shall violence upon a person body example Torture, Rape and threat of same shall be allowed in any form, any member of the commonwealth military, or commonwealth intelligence agencies who uses such devices shall face general courts marshal and general criminal trial and the punishment if found guilty shall be death by hanging in the public forum of the capital

Article 3

We the people of the colonial systems commonwealth declare in one voice in adherence to the civil rights accords and the privileges of its citizens regardless of race, culture, or religion, gender and or gender orientation and shall forbid any sanction against these rights

Article 4

We the people of the colonial systems commonwealth declare in one voice adherence to the right to live free without fear of death. We the people shall respect all cultures except were it concerns what is described as honor killings this we shall stand against there is no honor in killing a child and the punishment shall be death by hanging in the public square were the crime is committed, let it be known to all nations, kingdoms and so forth that this crime shall be not tolerated, nor respected and no diplomats, nor citizen of a foreign land shall be above commonwealth law

 

Article 5

We the people of the colonial systems commonwealth declare in one voice declare that slavery no matter what it may be menial, sexual and so forth shall be hence forth be forbidden and punishable by death by hanging in the public square

Article 6

We the people of the colonial systems commonwealth declare in one voice that the importation of the following Cocaine hydrochloride, heroine and other poppy based drugs grown in other countries shall be declared a threat to the security of the colonial systems commonwealth and shall be punishable by death by hanging upon the naval dock of the commonwealth fleet

We the people of the colonial systems commonwealth declare in one voice that the manufacture of Crack, a diribititive of Cocaine Hydrochloride, meth enphedimine, pcp and so forth of the known criminal drugs shall be punishable by death by hanging in the public square were the crime was committed

Article 8

We the people of the colonial systems commonwealth declare in one voice that murder by one citizen of another shall be punishable by death by hanging in the public square were the crime was committed

Article 9

We the people of the colonial systems commonwealth declare in one voice that murder by one citizen of another related to drug importation and manufacture and sale shall be punishable by death by hanging in the public square were the crime was committed

Article 10

We the people of the colonial systems commonwealth declare in one voice that the murder of children regardless of circumstance shall be punishable by death by hanging in the public square were the crime was committed

Article 11

We the people of the colonial systems commonwealth declare that the crime of force sexual relation known as rape upon a women and or child regardless of gender shall be punishable by death by hanging in the public square were the crime was committed

 

Article 12

We the people of the colonial systems commonwealth declare that the crime of robbery shall be punishable by life imprisonment in a commonwealth prison with no parole and that person and or persons shall receive fifty lashes in the public square were the crime was committed

 

Article 13

We the people of the colonial systems commonwealth declare in one voice that the crime of robbery with special circumstances were death occurs shall be punishable by death by hanging in the Public square were the crime was committed

Article 14

We the people of the colonial systems commonwealth declare in one voice that any citizen who infects another with a life threatening disease intentionally knowing full well the consequences of this act are guilty of murder as it were with violence and shall be punished by death by hanging in the public square were the crime was committed

Article 15

We the people of the colonial systems commonwealth declare in one voice that street walking better known as prostitution shall be forbidden regardless of gender and shall be punishable by twenty-five years confinement in a commonwealth prison no parole and that person shall be taken to the public square and there shall receive ten lashes

Article 16

We the people of the colonial systems commonwealth declare in one voice that there should be allowed what the government shall designate as guest houses, these houses shall have twenty to twenty-five girls  and boys with a minimum age of twenty and a maximum age of thirty, these houses shall be monitored and regulated by the commonwealth ministry of health. The men and women in this house shall have a mandatory physical every six months and sporadic check every two months and the price shall be regulated as well 50.00 maximum and 50.00 minimum. The same regulation shall apply to the lgbt guest houses within the commonwealth

Article 17

We the people of the colonial systems commonwealth declare in one voice that no government, no members of justice shall enter a home of a citizen of the commonwealth without proper warrant duly signed by a member of the judiciary there shall be no exceptions to do so without proper warrant the member shall face twenty-five years confinement in a commonwealth prison and be taken to the public square and receive fifth teen lashes

Article 18

We the people of the colonial systems commonwealth declare in one voice that no citizen shall be forced to answer questions nor shall they be put under duress to do so neither shall members lay hands upon the citizens there shall be no exception to do so the members shall face a twenty five years confinement in a commonwealth prison and they shall be taken to the public square and receive fifth teen lashes

Article 19

We the people of the colonial systems commonwealth declare in one voice that no citizen shall have power over another and no man nor women shall do not hold title, nor call themselves king or queen or be known by any title

Article 20

We the people of the colonial systems commonwealth declare in one voice that no citizen may be taken into custody without clear justification and being told the charges against them this includes all foreign nationals

Article 21

We the people of the colonial systems commonwealth declare in one voice that there is no justification to beat a child beyond normal punishment of spanking beyond that shall be criminal assault, to do so is a crime and punishment shall be twenty-five years confinement and that they taken to the public square were the crime was committed and receive twenty-five lashes

Article 22

We the people of the colonial systems commonwealth declare in one voice that sexual relations between a father and a daughter or son shall be considered rape and punishable by life confinement in a commonwealth prison and that he or she shall be taken to the public square  were the crime was committed and receive one hundred lashes

Article 23

We the people of the colonial systems commonwealth to declare in one voice that no citizen shall be forced into the street from their home especially the elderly and low income because they can not pay a mortgage or a bank loan because they lose their jobs or their social services assistance

 

 

 

Article 24

We the people of the colonial systems commonwealth to declare in voice that no line of credit or bank loan shall be given to those under the age of twenty one and those disabled and infirmed to do so shall be considered criminal negligence and carry the punishment of five years confinement and that those persons and or person shall be taken to the public square and receive five lashes

Article 25

We the people of the colonial systems commonwealth to declare in one voice, that no company, corporation may outsource technology, manufacture and or technical support jobs to a foreign land to bust unions and to not pay taxes to the country they are licensed to operate, to do so shall be twenty to twenty-five years confinement in a commonwealth prison and that they be taken to the public square and receive twenty lashes

Article 25

We the people of the colonial systems commonwealth to declare in one voice, that those who wish to serve in the commonwealth military shale be age seven teen to sixty years of age, gender and or gender orientation shale have no bearing on their enlistment in the military

Article 26

We the people of the colonial systems commonwealth to declare in one voice, that those wishing to serve as members of the home guard, that their age shall be six teen to seventy, regardless of sex, gender, race, culture and gender orientation

Article 27

We the people of the colonial systems commonwealth to declare in one voice, that no citizen shall discriminate against another concerning housing, employment and financial status on the basis of race, culture, religion to do so shall be punished by ten years confinement in a commonwealth prison and that person and or persons shall be taken to the public square and there receive ten lashes

Article 28

We the people of the colonial systems commonwealth to declare in one voice that any bank, and or lending institution whom default in business matters and or investments causing harm to the people of the commonwealth shall be investigated by the ministry of justice and the ministry of finance and if found that funds were embezzled or hid away in foreign land, the punishment shall be fifth teen years confinement in a commonwealth prison and that those persons and or person be taken to the public square and give fifth teen lashes

Article 29

We the people of the colonial systems commonwealth to declare in one voice, that the property and cars and so forth of those who violate article 28 of the articles of colonization shall be forfeited to the government along with all funds belonging to the offender

Article 30

We the people of the colonial systems commonwealth to declare in one voice, that deployment of commonwealth troops shall only be by express permission of the conclave both the upper and lower house during peace time, except to assist in rescue  and relief operations in manmade or natural disasters throughout the homeland and territory’s

Article 31

We the people of the colonial systems commonwealth to declare the traffic an the manufacture of media known as child pornography be forbidden and that those responsible shall serve a maximum of fifty years confinement in a commonwealth prison and that person and or persons be taken to the public square and there they shall receive fifty lashes regardless of gender for each offense

 

 

 

 

 

Article 32

We the people of the colonial systems commonwealth to declare in one voice, that the manufacture of the media known as adult pornography be strictly enforced and regulated by commonwealth government, no performer shall be under the age of twenty-one and no older then thirty one and shall be compensated accordingly, and medical checks shall be performed regardless of gender every two months mandatory

Article 33

We the people of the colonial systems commonwealth to declare in one voice that any government official be they village, town, city, provinces who receive payment from a company, and or corporation nor foreign government of any kind concerning commonwealth and local government purchases and or services shall be guilty of corruption and that person and or persons shall be punished by thirty years confinement and shall be taken to the public square  were the crime was committed and there receive thirty lashes and that their family be banned from public service for life

Article 34

We the people of the colonial systems commonwealth to declare in one voice that no citizen regardless of status is above the law rich, middle class, poor, homeless and so forth are above or rulers of those nor any other

Article 35

We the people of the colonial systems commonwealth to declare in one voice, that no citizen may be questioned without a lawyer present and that they can not be forced to negate that right or the suspect are allowed to negate that right

 

 

 

Article 36

We the people of the colonial systems commonwealth to declare in one voice, that all citizens accused of a criminal or public offense whom were taken into custody be released at the seventy-second hour, not to do so shall be considered a violation of the civil rights of the citizen of the colonial systems commonwealth and the members shall be punished accordingly up to three years confinement in a commonwealth prison and be subject to three lashes in the public square

Article 37

We the people of the colonial systems commonwealth to declare in one voice that the government of the commonwealth be divided into three groups, the administrative, the conclave numbering two thousand members combined in the upper and the lower house and the judiciary

Article 38

We the people of the colonial systems commonwealth to declare in one voice that no sitting elected official may make racial or sexual and or sexual orientation or religious comments well neither serving in the commonwealth, provincial nor state and or local government legislature, town government and shall be punished by removal from office and fined one hundred thousand dollars and your family shall be banned from public service for twelve years

We the people of the colonial systems commonwealth to declare in one voice that article 38 of the articles of colonization shall apply to the triumvirate of the commonwealth as well as provincial and town and village leadership

We the people of the colonial systems commonwealth to declare in one voice declare that the executive branch of commonwealth shall be made up of triumvirate of three councilors or Presidents and six ministers

We the people of the colonial systems commonwealth to declare in one voice that there should be multiple political party’s within the conclave and that no one party shall ever have control or majority over the other and that all bills or laws before the conclave be passed by a ¾ majority to pass and that the legislation be forward to the triumvirate for signature or veto committees shall be made up of the following

Article 42

We the people of the colonial systems commonwealth to declare in one voice that the commonwealth shall never order the destruction of crops or give payment to farmers not to plant regardless of economic conditions of the commonwealth

Articles 43

We the people of the colonial systems commonwealth to declare in one voice that all food products necessary for human survival shall be kept at an acceptable level no matter the economic condition of the commonwealth to preserve human life

Article 44

We the people of the colonial systems commonwealth to declare in one voice that we shall keep are elder citizens safe from harm, from criminal to domestic abuse and that whom ever shall attempt to abuse or harm are elder citizens shall be punishable by fifty years confinement in a commonwealth prison and shall be brought to the public square were the crime was committed and receive fifty lashes

Article 45

We the people of the colonial systems commonwealth to declare that homes and hospitals dedicated to the well being of our senior citizens of the colonial systems commonwealth shall be monitored and severely regulated to ensure that our seniors be treated with respect and dignity and that all staff have criminal and professional background checks regular to ensure their safety and dignity

Article 46

We the people of the colonial systems commonwealth to declare in one voice that the military of the commonwealth shall be divided into groups fleet (air and sea) and ground forces (mobile infantry and lancer regiments and divisions) and the third being the home guard

Article 47

We the people of the colonial systems commonwealth to declare in one voice, that no member of the triumvirate, nor members of the conclave or legislature shall receive nor give audience to any religious leader  regardless of church but with one exception the Pope of the Catholic Church as by international he has the designation of a head of state

 

Article 48

We the people of the colonial systems commonwealth to declare in one voice that the burning of books, scriptures, poetry and so forth of one religion by another shall be condemned as an act against the people of the commonwealth and shall be punished by life imprisonment and that those responsible shall be taken to the public square of the city, town and or village and their they shall receive one hundred lashes regardless of age nor gender, all property’s, cars, funds shall be forfeited to the commonwealth

Article 49

We the people of the colonial systems commonwealth to declare in one voice that we believe that all citizens are equal under the law, there are cast, just citizens who have the right to choose destiny and their own path

Article 50

We the people of the colonial systems commonwealth to declare in one voice that no government commonwealth, state or province, local government, city, town, village nor prefecture shall pass any law that is designated to govern a woman’s body in any form, that each woman has the right to choose their own destiny, and their own path. No woman shall be forced to carry a child out of wedlock to terminate a pregnancy is their decision between them and god, not church nor congregation, nor shall any religion be allowed to pressure girls of any age to do the same especially those victims of rape, and family incest to do so shall be considered by the ministry of justice to be a violation of the civil rights accord and that minister, priest and so on shall face a term of twenty five years confinement and shall be taken to the village, town and city public square and there receive thirty lashes and all property’s, funds, car shall be forfeited to the systems commonwealth

Article 51

We the people of the colonial systems commonwealth to declare in one voice that freedom of religion is absolute and the conclave and the triumvirate shall submit nor allow any sanction against religion except were specified with in the articles of the commonwealth

Article 52

We the people of the colonial systems commonwealth to declare in one voice that the triumvirate shall be and have the line item veto concerning bills and finance.

Article 53

We the people of the colonial systems commonwealth to declare in one voice that the commonwealth shall have a balanced budget any expenditure outside the budget shall be approved not by the conclave but a bond issue voted by the people of the commonwealth

Article 54

We the people of the colonial systems commonwealth to declare in one voice that military deployment out side the bounds of declare war shall be forbidden except were stated in the articles of colonization

Article 55

We the people of the colonial systems commonwealth to declare in one voice that only the conclave may declare war upon a foreign nation, that no bill, no resolutions shall be passed that circumvents the one power of the conclave of the systems commonwealth except counter-attack

We the people of the colonial systems commonwealth to declare in one voice that those who use violence as an act of protest, that group and or persons shall be guilty of a crime against the people of the United Systems Commonwealth shall be punishable by ten years confinement and ten lashes

We the people of the colonial systems commonwealth to declare in one voice that all citizens have the right to protest or make their voice heard under the bound or morality and public safety and property of others

We the people of the colonial systems commonwealth to declare in one voice that any company that outsources manufacturing, technology, computer support and so forth, in avoidance of taxation and regulations concerning safety and management that company, corporation and so on is guilty of assault on the people of the United Systems Commonwealth, those companies, corporations chief executives and operations officers shall be arrested and all properties, cars, aircraft of any size and funds shall be forfeited to the United Systems Commonwealth, these men and women shall be subject to investigation and trial by the Ministry of Justice and shall be punished by fifty years confinement in a United Systems Commonwealth prison with no chance of parole, these men and woman regardless of age shall be taken to the public forum of the capital and their receive fifty lashes for each offense

Article 61

We the people of the colonial systems commonwealth to declare in one voice that shall be a five percent tax on all energy fuels, except those of natural origin wood and water
