Haugesund (Norvegia) 26 novembre 1999. Nel mare del Nord annegano  16 persone. Complice in  questo  caso anche  il made in  Italy criminale.

Un  catamarano nuovo  di  zecca  entra  in  collisione  con uno scoglio. In  piena  stagione  invernale nelle acque gelidissime dell’Artico 16 persone  non  riescono a trovare scampo. Di  85  persone  a  bordo riescono a mettersi  in salvo  soltanto  65  passeggeri. Gli  altri muoiono  affogati. A pochi  metri  dalla  salvezza.  Eppure  le  16  vittime non sono decedute  per  l’impatto e teoricamente  si  sarebbero  potute anche   salvare dal  momento che   indossavano  i regolari giubbotti  di  salvataggio in  dotazione  al  catamarano.

C’è solo  un  problema. I  giubbotti di salvataggio  erano difettosi. Fa  un  certo  effetto pensare ad un corpo che  galleggia ma con la  faccia  in  giù. Eppure  è  così.  I  giubbotti killer si  chiamano  “Reversible Lifejaket Artica A“ e sono prodotti dall’azienda genovese Canepa & Campi (Manesseno – Genova). Benché fossero gravemente difettosi furono  regolarmente  certificati  come  efficaci  ed idonei alla  navigazione  dal RINA (Registro  Italiano  Navale).

Non  stiamo  parlando  di  un  difettino  di quart’ordine ma  di una  defaillance  dai  risvolti mortali. I giubbotti assassini prodotti da Canepa & Campi  “Artica” infatti non  solo  galleggiavano malamente ma  non  riuscivano neanche a mantenere efficacemente il capo fuori dall’acqua. Una  tragedia  nella  tragedia. A  distanza di  qualche  anno da  quella  sciagura  emergono  però anche  alcuni  documenti  interessanti  sulla  sciagura  che  vi  vogliamo sottoporre. Fare chiarezza su  una sciagura come  questa non  riporterà  certo in  vita i defunti  però  contribuirà a gettare  uno spiraglio di luce su  una  vicenda già dimenticata e  rimossa. 16 giovani  vite  spezzate. Anche per  colpa  della  negligenza umana. Purtroppo, ancora  una volta,  c’è  di  mezzo il  Made  in  Italy  criminale. Un  Made  in  Italy del  quale  certo non  possiamo  andare  fieri.

Probabilmente  non  molti  di  voi ricorderanno  questo  sciagurato  incidente di  mare.  Purtroppo la  stampa  italiana è  pochino  disattenta  quando  le  notizie lambiscono prestigiose  aziende  italiane.  Ma  all’estero la  notizia dello  Sleipner ha  fatto  abbastanza  scalpore (ne  hanno  parlato  diffusamente i  principali  giornali  internazionali).  Soprattutto  all’indomani  della  tragedia  scoppiò la  polemica  sui micidiali  giubbotti  di  salvataggio prodotti  dall’italiana  Canepa  &  Campi  certificati  dall’italiana  RINA sui  quali  si  puntò  subito  il  dito contro. Non  so  a voi, ma  fa  un  certo  senso  sentire parlare di  annegamenti quando i superstiti indossavano  un regolare  giubbotto di salvataggio. Come  pure fa  anche  un  certo effetto vedere  un  corpo  immobile  nell’acqua (con  indosso un giubbotto di salvataggio italiano) che ha  il  capo totalmente  immerso a  faccia  in  giù. Come normalmente avviene  in  questi  casi - almeno nel  nostro  Paese  -   non partì subito la  ricerca  delle responsabilità ma  partì  a  razzo  la  corsa  allo  scarico  delle  responsabilità (sport  nazionale  tutto  nostrano).

In  particolare  le  due  aziende  italiane direttamente coinvolte  (RINA e  Canepa  & Campi) cercarono  da  subito di allontanare   lo  spettro delle infamanti   accuse arrampicandosi  sugli  specchi e producendo  (con  scarsi  risultati) argomentazioni a favore dei   prodotti  di  salvataggio italiani. Per  perorare  la loro causa,   in  prima battuta scese  in  campo  anche l’Ammiraglio Eugenio  Sicurezza  (già  il  nome è  tutto  un  programma) all’epoca Comandante Generale del Corpo delle  Capitanerie di Porto del Ministero  dei Trasporti  e  delle  Navigazione,  che  il 22 giugno 2000  scrive  alla Commissione  Europea D.G. Tren, Directorate G, Maritime Safety  dichiarando  che secondo  gli  standard italiani i  giubbotti  Artica erano  perfettamente regolari e che avevano  superato  tutti  i  test  del  caso, il tutto certificato con documenti alla  mano  e  riprese  filmate  (copia  della  lettera è  quì  riprodotta e  allegata  pdf):

These test gave satisfactory result, as  outline in  the  relevant RINA Report dated 5  February 2000 which is attached to  this letter, thus confirming the  result of  the  tests carried out  in 1997” ossia “Queste prove hanno dato risultati soddisfacenti, come nella relazione di rilevante RINA del 5 febbraio 2000 che è allegata alla presente lettera, confermando così il risultato delle prove effettuate nel 1997

La  sponsorizzazione ad  alto  livello di  Sicurezza  non rassicurò per  niente  le  autorità norvegesi e non sortì l’effetto  desiderato. II  23  agosto 2000 The  Commission of  inquiry into  the  Hight  Speed M/S Sleipner Disaster, allarmati più che  mai dall’atteggiamento irresponsabile delle autorità ialiane,  scrivono direttamente  alla  società   Canepa  & Campi chiedendo di poter prendere  visione  di  questi nuovi  tests  condotti in  Italia e dal  momento che  tutto è  stato  anche  videoregistrato di  poter  ottenere  una  copia  della  videocassetta. Alla  Commissione stanno  aspettando il  VHS  ancora    oggi  (trovate copia  della  lettera è  quì  riprodotta e  allegata  pdf):

Dear  sir, The Commission of inquiry into  the MS Sleipner disaster refers to  your  letter of 7th March 2000, with  a  report from  donning test and  water  performance test of  the  Artica  model enclosed. According  to the  report, the  donning and  water performance test was  videotaped. The  Commission would be  pleased to  receive a  copy  of  this  videotape. Last  winter, you  sent us a  copy of  the  original test reports of  Artica A and  B, worked out by RINA and  dated  Genoa, May 7 1997. We  can not find  reports from  donning tests  here. Did  RINA -  or others – work  out donning tests prior to  the  type approval of  Artica A  and  B? The  Commission is  looking forward to your  reply. Ole  Christian Borge (Secretary of  the Commission)”.

Nel  tentativo  di riuscire ad allontanare  lo  spettro d’aver  commercializzato un dispositivi  salvavita  killer allora si  pensò  bene di  coinvolgere   uno  dei  massimi  esperti  del  settore, per procacciare  tesi che  potessero  essere a  favore della  versione RINA/Canepa & Campi, entra  così  in  scena un   noto personaggio (almeno per  gli  addetti  ai  lavori) tal  Bill Courtney, celebre inventore  e progettista  di  giubbotti  di  salvataggio,  il  quale  in data 21  luglio 2000 scrive  un’enigmatica  lettera al  Dott.  Renato  Campi,  Amm. Del. Della  società  Canepa  &  Campi  (trovate copia  della  lettera è  quì  riprodotta e  allegata  pdf):

Dear  Renato  Campi, after  14  years of  research into buoyant air way protection it  has  been discovered that  the  solution to PDF turning moment i.e. airway protection while wearing a Life Jacket,  is  lead. Per  riassumere  in  due  parole,  Bill Courtney scrive al  produttore  dei  giubbotti  assassini che finalmente dopo 14 anni di ricerche nel campo della protezione con salvagenti finalmente è stato scoperto come proteggere efficacemente le vie respiratorie indossando i  famigerati  giubbotti di salvataggio. Scoprire  questo solo dopo la  sciagura  dello Sleipner ha  il  vago  sapore  della  beffa.   Courtney aggiunge: “le allego una foto di mia figlia scattata in piscina durante una lezione di nuoto, quando lei per la prima volta  si è lamentata che  stava  galleggiando a faccia in giù durante la lezione con il giubbotto di salvataggio. Come può vedere al sito  (link) … Sinceramente attendo vs. pensieri e commenti”.

La  vera  doccia  fredda però arriverà  via  mail  il 19  luglio 2000 data  in  cui  un organismo  statunitense  il Water Safety & Survival  contatta la  società Canepa  & Campi inviando un  Memorandum  riservato ad  oggetto: “Canepa & Campi PFD Stabilized Airway Submersion in the 'Síeipner Tragedy”. Il  dossier affronta la tragedia dello  Sleipner spiegando  come  un  giubbotto  di  salvataggio efficace dovrebbe stabilizzare un naufrago in  mare proteggendone le vie  respiratorie. Vi  ritrascriviamo   in  testo originale  in  inglese con  la  traduzione  dei  passaggi  salienti (scusate  la  traduzione  “al  volo” ma  più  o  meno  il  senso  è  quello). Canepa & Campi PFD Stabilized Airway Submersion in the 'Síeipner Tragedy' July 19, 2000 Via Email rcampi@canepaecampi.com Dear Mr. Renato Campi, On all PFDs tested to date. our research has without exception. demonstrated that if a victim enters the water face first., no PFD is capable of rolling the 'unconscious’ victim over into an airvay protected position. The consumer's innate desire for airway protection is captured by the MCA's PFD Performance Standards. 3.1 lt shall have sufficient buoyancy and stability in calm fresh water to: 1.2 turn the body of an unconscious person in the water from any position to one where the mouth is clear of the water in not more than 5 seconds. We have been unable to locate any product in the market place that is capable of attaining such performance. We are uncertain how the MCA tests to 3, 1.2 but the Undenvriter's Laboratory in conjuction with the U.S. Coast Guard, relies upon the contrived 'three stroke test' whereby the tester builds up velocity before feigning unconsciousness in order to power the PFD's turning. The awkward failure of life jackets to reliabIy  provide airway protection is only subliminally alluded to in phrases such as 'Without three strokes', or ‘Possibly in calm water' a victim might find themselves 'On top of the buoyancy' i.e., floating face down, airway submerged while wearing their Type 1  Offshore Life  Jacket. There exists a serious cognitive dissonance between: 1)  Consumer and MCA Expectations of PFD performance, i.e. Reliable Turning, 2)  Artificial Methodologies created by testing agencies to achieve that performance, i.e. three stroke turning  test, 3) And Reality, i.e. without tester assistance, PFDs can and do stabilize victims in a face down position. Canepa & Campi Artica is to my knowledge, the first to be held up to the international community as liable for the contlict between the belief that life jackets do protect the airway as canonized in the 'standards' and the reality that, the majority if not all, current PFDs are NOT capable of actively protecting the airway of unconscious victims floating face down at sea. One offsetting consequence of the unfortunate 'Sleipner` tragedy is that C&C is now in the unique position of being allowed, if not internationally challenged, to solve the PFD turning problem. We would lie to propose the solution by which C&C can now meet the standard of reliable turning. Once C&C has unequivocally rectified the failure of turning that plagues the industry you will be in position to request equivalent performance reviews. While other manufacturers are legally stymied about how to openly address such. a serious product defect as PFD stabilized airway submersion, C&C with its current exposure and now novel solution in hard will be free to approach the entire commercial carrier market. The disclosed Ballasted PFD / BPFD, by accentuating distinct ballast and buoyant moments achieves demonstrable superiority in airway protection. The BPFD raises the performance bar for the entire industry. The BPFD not only meets existing performance standards but provides the first Life Jacket capable of fulfilling real world expectations held by both consumers and the legal community for reliable airway protection through Active Self Rescue. Alter 14 years of research, it was discovered that the capacity of a PFD to roll over an unconscious victim without their assistance can only be accomplished by the inclusion of a ballast member.  A small weight attached to the PFD works in a synergistic fashion with the inherent or inflatable buoyancy of the vest. It is the ballast that provides the critical energy necessary to destabilize the face down position thereby initiating the self-rescue roll. After initiation the ballast continues to power the self-rescue roll through to completion. The BPFD will roll the unconscious victim out of the water and onto their back, repeatedly if necessary, as would be required in choppy seas, into an airway protected position. Additionally the ballast allows a relocation of the PFD's buoyancy so that more buoyancy can be placed behind the victim's head and neck thereby improving freeboard. Another design advance of adding a ballasting moment to the PFD is that it enhances the surface stability of the PFD once the victim achieves airway protection, opposing efforts of an agitated sea state to flip an unconscious victim over onto their face. Fínally the ballast's efficacy allows a net reduction of buoyant material that leads to decreased bulk, which results in increased comfort, compliance, cosmetics and therefore real world efficacy in drowning prevention, a CEN directive. Notably, a decedent wearing a BPFD, that dies from trauma such as a head injury prior to water entry will not be found floating face down in the water where PFD stabilized airway submersion complicates ‘assessment of causation' by the recovering agency. Having just returned from the U. S. PFDMA (PFD Manufactures Association) meeting in Florida this month, pool side' testing at the 'PFD University' in the presence of UL, USCG and US PFD manufacturers clearly demonstrated that current PFDs allow face down flotation. Reiterating, without significant assistance from the in water PFD tester, we have not been able to identify any Type 1 Off Shore Life Jacket capable of protecting the airway of an unconscious victim contrary to denoted standards. MCA's 'serious concern’ about the ability of the Artica A & B to roll over an unconscious victim is clear but the unasked question is what PFD does MCA recommend in place of the Canepa & Campi PFD as being able to conform to 3.1.2?  If MCA maintains their insistence upon active self rescue of an unconscious victim in 5 seconds then the currentIy disclosed BPFD has clear market superiority. We would like to confer about the introductions of  the  first precedent setting advance in PFD design since the introduction of SOLAS. We would like to discuss our findings and product recommendations. We are certain that our proposed "fix" will meet and exceed all  RIN, BV,  MCA, UL, USCG... standards. If there is sufficient interest, Robert Carmichael  will be in Italy in a couple of weeks and would be willing to demonstrate the current state of research and development of Ballasi Mediateti Active Self rescue. The attached web site is in rapid evolution. A diverse range of practical as well as cosmetic embodiments not disclosed therein have been reduced to practice such that from the outside the BPFD can be made indistinguishable from existing PFDs if so desired. A quick release feature allows Type B Buoyant Aids to be converted instantly into Type A Life Jackets to sustain compliance in the recreational market. As you read  this UL & USCG are testing the SOLAS Type 1 PFD with integrated ballast. Riassumiamo i  passaggi salienti del Memorandum  del Water Safety & Survival:

Egregio Sig. Campi, su tutti i PFD testati a questa data, la ns. ricerca ha dimostrato senza eccezione che, se una vittima entra in acqua con  la  testa, non vi è PFD capace di far rotolare la vittima incosciente in una posizione protetta per la vie respiratorie…  il  giubbotto Artica di  Canepa & Campi è, per quanto ne sappia, il primo ad essere utilizzato dalla comunità internazionale come affidabile per il contrasto tra la credenza che i giubbotti di salvataggio proteggano le vie respiratorie, come statuito dagli standards, e la realtà invece  è che, nella maggior parte dei casi se non in tutti, l PFD in uso NON sono in grado di proteggere attivamente le vie respiratorie di una vittima non cosciente che galleggia a faccia in giù nel mare. Una conseguenza  della sfortunata tragedia Sleipner è che Canepa & Campi è ora l’unica ad essere in una   posizione  autorizzata, insfidata  a livello internazionale, ma  con  il problema di  dover  risolvere la  rotazione del PFD. Noi gradiremmo proporvi la soluzione con cui Canepa & Campi ora potrebbe soddisfare affidabilmente il problema della  rotazione. Una volta che Campi & Campi avrà  inequivocabilmente rettificato il difetto della rotazione  che affligge i suoi  prodotti,  sarà in grado di richiedere una corrispondente revisione delle performances.  Mentre altri fabbricanti non  sanno come risolvere un difetto così serio come l’immersione stabilizzata delle vie respiratorie del PFD.  Canepa & Campi con la sua attuale esposizione ed ora nuova soluzione, difficilmente sarà libera di approcciare l’intero mercato … Il BPFD aumenta la soglia di performance per l’intera  produzione. Il BPFD non solo soddisfa gli standard di performance esistenti, ma fornisce il primo giubbotto di salvataggio capace di incontrare le reali aspettative, sia dei consumatori sia della disposizioni legislative per la protezione affidabile delle vie respiratorie, tramite L’Auto Socorso Attivo. Dopo 14 anni di ricerche, si è scoperto che la capacità di un PFD di girare una vittima non cosciente senza assistenza può solo essere compiuta con l’inclusione di un fattore di zavorra.  Un piccolo peso attaccato al PFD lavora in modo sinergico con il galleggiante inerente o gonfiabile del giubbotto.  E’ la zavorra che fornisce l’energia critica necessaria a destabilizzare la posizione a faccia in giù perciò iniziare l’auto-salvataggio girandosi. Dopodichè la zavorra continua a dare energia permettendo il  girarsi e l’auto salvataggio. Il BPFD ruoterà la vittima non cosciente fuori dall’acqua e sulla schiena, se necessario ripetutamente, com’è necessario in mare mosso, in posizione protetta per le vie respiratorie. Inoltre, questa reazione permetterà un riposizionamento del galleggiamento del PFD cosicchè ci sia più galleggiamento dietro la testa ed il collo della vittima, perciò migliorando il  galleggiamento.   Un altro avanzamento di design è l’aggiunta di un elemento di  zavorra al PFD che aumenti la stabilità in superficie una volta che la vittima raggiunge la protezione delle vie respiratorie, opponendo la forza del  mare agitato che tende a far scivolare una vittima non cosciente sulla propria faccia.  Infine l’efficacia della zavorra permetterà una netta riduzione del materiale galleggiante che porta a diminuire la massa, dando come risultato aumento del comfort, conformità, estetica e perciò efficacia reale nella prevenzione dell’annegamento , secondo le direttive CEN.  Si è  notato che uno dei deceduti che indossa un BPFD, e che muore in seguito a trauma come ferita alla testa prima di entrare in acqua, non sarà trovato a galleggiare a faccia in giù ….  Essendo appena tornato dal  meeting PFDMA (associazione Fabbricanti PFD) che si è tenuto in Florida questo mese, i test a bordo piscina alla PFD University in presenza di UL,  USCG, e dei fabbricanti  PFD USA, dimostrano chiaramente che i PFD in uso permettono il galleggiamento a faccia in giù.  Senza una  significativa assistenza in acqua da parte del collaudatore del PFD, non siamo stati in grado di identificare alcun Giubbotto di salvataggio Off Shore Tipo 1 capace di proteggere le vie respiratorie di una vittima non cosciente al contrario degli standard denotati.  Il serio dispiacere di MCA circa l’abilità dell’Artica A & B di rovesciare una vittima non cosciente è chiaro, ma la domanda non posta è: quale PFD la MCA raccomanda invece del PFD di  Canepa & Campi che sia  in grado di essere conforme al 3.1.2? Se la MCA mantiene la sua insistenza sull’auto salvataggio attivo di una vittima non cosciente in 5 secondi, allora il BPFD correntemente rilevato ha una chiara superiorità di mercato. Gradiremmo conferire circa le presentazioni del primo precedente avanzamento di design del PFD dalla presentazione del SOLAS. Gradiremmo discutere i nostri risultati e raccomandazioni di prodotto. Siamo certi che il nostro “fix” proposto soddisferà e supererà tutti gli standard RIN, BV, MCA, UL, USCG… se c’è sufficiente interesse, Robert Carmichael sarà in Italia tra un paio di settimane e avrebbe intenzione di dimostrare che lo stato attuale della ricerca e sviluppo dell’Auto Soccorso Attivo…”.

La  domanda,  o  meglio  le domande  che  si  potrebbero  formulare sarebbero  parecchie, ne  facciamo  solo  alcune: c’è un salvagente che  non  garantisce  che  il  viso  rimanga  fuori  dell’acqua, ma  anzi se usato ruota il naufrago a  faccia  in giù, ci  chiediamo,  ma  com’è  possibile  che sto giubbotto killer possa essere stato commercializzato.? Com’è  possibile che  un’ente  di  certificazione come  il  RINA non  si  sia accorto di  questi gravi  difetti e abbia  dato  il  suo  assenso validando come perfetti sti giubbotti assassini? Ma  con  che  coscienza si può mettere  a  repentaglio  la  vita  delle persone? Sta gente  quì continua  imperturbabilmente a fare  il  proprio  lavoro,   gli  uni  a produrre  accessori  per la  nautica  e gli  altri  a rilasciare  certificazioni. Ci domandiamo: ma  qualcuno si  prende  la  briga di controllare  che non  facciano altre stronzate del  genere? Sicuri  che  quello  che  è  accaduto  non  si  ripeterà  in  futuro? Le  domande  son  più  che  legittime,  perché quando  parliamo  di  negligenze (almeno nel caso del RINA) i  segnali  che  arrivano periodicamente  non  sono  per  niente  incoraggianti.

Ci sono 16 vittime che da 12 anni  attendono ancora  giustizia. E ci  sono anche  loro, i  parenti  delle  vittime  che  chiedono di  sapere  la  verità, anche perché  quello  che  è  accaduto non  succeda  ad  altri. Noi ritorneremo certamente sull’argomento,  con documenti inediti  ed  articoli (belin  se  torneremo  ci  potete  giurare).

Intanto un doveroso  omaggio  alle  povere vittime del  Catamarano  Sleipner.

Per  non  dimenticare.
