Costa Concordia: RINA and Costa Cruises lie

Now we discover that they are been neglected safety standards on board the ship Costa Concordia. But the RINA did not say the opposite?

The Judge for Preliminary Investigations of Grosseto, Valeria Montesarchio wrote in its order dated January 17, 2012 (see the order here reproduced and attached pdf):

“all investigative steps taken in the immediacy of the tragic event is the misconduct alleged to Captain Francesco Schettino using a maneuver that severely reckless approaching the cruise ship "Costa Concordia" excessively coastline of the island of Giglio with a change of route in the ordinary course to the so-called 'tour boat'  … He procured the clash with the big rock coastline that caused a leak in the bottom of the ship ... is unquestionable imprudence which characterized the conduct of the suspect when put into being reckless maneuver just mentioned …”

Trivial question: the commander is to blame and this is certain, however, how  consider  Costa Crociere and the RINA - Italian Shipping Register who have always known about these nefarious behaviors (and criminals) and they never said and done nothing?

Well, actually some doubt about the Italian government authorities came. In fact, the Senate of the Republic, Public Works Commission, immediately after the incident has started an investigation on the Safety of Maritime Navigation, deepening even some events related to the tragic accident of the ship Costa Concordia, which occurred off the island of Giglio the night of January 13, 2012. was also do made to the hearing of President and Chief Executive Officer of Costa Crociere, Doct. Pierluigi Foschi  and the CEO of RINA SpA engineer Ugo Salerno. In the latter Senator Luigi Grillo asked:  “then the Costa Concordia based on your certification, based on your check was a ship that had all the equipment to safely navigate? ". He replied  Salerno: "Yes Absolutely."  So according to RINA, Costa Cruises have complied with all safety regulations, in fact, in the aftermath of the accident the Naval Register has been confirmed in Costa Cruises all certifications (acting in this way also the Certification Committee for the Safeguarding of the impartiality of  the Italian Naval registry).

But in these days to the Directorate General of RINA, and  Costa Cruises has received a fax from the Italian Ministry of Infrastructure and Transportation that says exactly the opposite. The office Maricogecap Safety of Navigation Department, 6th February 23rd  forwarded the following communication:

Subject: Costa Cruises Company. Activities of the flag - Additional Visit the DOC. It is assumed that this general command, in order to ensure continuing safety standards in the national fleet, institutionally held, inter alia, monitoring and verification activities in respect of the company Safety Management (ISM) in compliance with the regulatory framework field of force in international and national.  Therefore, from this assumption, and as a result of this activity of control, has been able to detect potential inconsistencies in the procedures adopted by this company, believed to be not completely in line with the provisions of relevant legislation, and about using: 1) of watertight doors and, 2) of certain categories of seafarers on muster with security duties.  Since as mentioned above is, in itself, an indication of a required depth of the procedures adopted, it provides: a) Additional visits to the DOC certificate, not later than seven days from the date of this  … b)  to be taken on receipt of this, the aim of clarifying the procedures required to maintain,  the watertight doors closed in accordance with the effects of existing SOLAS 74 as amended. The additional activity must be executed with the presence of personnel of the body listed below:  C.V. (CP) Roberto  Casassa, C.F. (CP) Marco  Norris, S.T.V. (CP) Stefano  Carnevali. The outcome of the aforementioned checks, including the findings, a copy is sent to the General Command writing, within 10 (ten) days after the audit in question in paragraph 2. We await an urgent response to the provisions. The Head of Department  C.V. (CP) Nicola  Carlone”.

Well it was about time someone woke up and decided to better control the work that should do the RINA. It 'clear that from now on, not all are more willing to listen to the lies of the Italian Naval Register.

But it is rightly so. Besides, as we say among ourselves, old seafarers, the lies have short  watertight doors.
