Oh dear... you really are a big thick arn't you?
The hung parliament happened because that's how people voted.
The institute are saying they helped the party's work together towards getting a coalition sorted, which is infinitely better that sitting around as a hung parliament squabbling if it didn't get sorted.
There now - that wasn't so difficult was it.
Its like saying that some doctors prepared the ground for a major incident and enabled the curing of lots of people. That doesn't mean they created the incident!!!!!!!!!! ...... You tit

You don't have to do too much thinking and research to work out that rigging has become a part of democracy.
We have postal votes. We had voting station closing on election night so that people could not vote.

Postal vote fraud: 50 criminal inquiries nationwide amid fears bogus voters could swing election
By SAM GREENHILL and TIM SHIPMAN UPDATED: 12:51, 4 May 2010
Voter fraud could determine the outcome of the general election as evidence emerges of massive postal vote rigging.
Perhaps, you should stop smoking dope.

Other projects begun early in 2009 include work and seminars on Non-Departmental Government Bodies (NDGB’s); minority Government....
Future Plans
Research:
‘Minority Government lessons and implications from the conduct of minority government in the UK nations and overseas. ‘

Now, why did they think to do that, prior to this date?
And from the 2010 Annual Report:
---------
Less predictably, Robert Hazelland Akash Paun's report on Making Minority Government work and its discussion of minority and coalition governments was immediately useful.....
A close complement to the Transitions work was a report on Making Minority Government work, by Robert Hazell and Akash Paun. Though regarded by many as a rather obscure topic when first commissioned, by the time of its publication it proved to be an extremely prescient and important document.
-----------
Well gosh, they must have been so surprised when we got a minority government!!.
Here are excerpts from these three annual reports, 2009, 2010, 2011, to make access to these statements easier:

It's done based on wards rather than individual votes. This allows wards with high population density to become insignificant and wards with low population density significant. It's pretty easy to control the result this way. It effectively terminates the votes of up to 20% of the population.
The voting should always be down to the greatest number of individual votes for a party rather than number of wards won.
If there is < 5% between the two leaders then they should recount and take the mean of the two counts.
That is fair, unbiased and statistically sound.
However, if you think who you vote for makes one little bit of difference, then you are a fool. I will never vote as I do not want to be directly or indirectly responsible for anything that the elected government does.

Oh OK... if it is the Daily Mail i guess it must be true............ MASSIVE FAIL!
>> Postal vote fraud: 50 criminal inquiries nationwide amid fears bogus voters could swing
Wow, what a shocking scale considering their are over 60 million people in the UK. I'm absolutely gobsmasked that you think there would be ZERO criminal enquiries regarding postal voting. Did you really think there would be none? That makes you an idealist..... which makes you very naive. However, 50 is hardly going to swing the vote is it.
>> Now, why did they think to do that, prior to this date?
Errrr..... Polls? Just a wild stab in the dark there. You know - that thing that accurately predicts the electron results that they do at every election. Come on - Keep up! This isn't difficult stuff.
>> And if they don't have a crystal ball, I suspect they have access to the 'Oracle' database or similar.
Or polls. Which accurately give the result of an election - every time. Duh!
>> However, if you think who you vote for makes one little bit of difference, then you are a fool. I will never vote as I do not want to be directly or indirectly responsible for anything that the elected government does.
Well, by not voting - you are indirectly responsible. Because your conscious decision not to vote means that one of the parties is going to get one less vote. Sounds like you are trying to bury your head in the sound, but are failing.

burying your head :-)

'preparing the ground for a hung parliament' exact words in their own report
28.08.2012 13:19
People need to go back and read the actually primary source. which is the Institute for Government Annual Report, March 2011:
https://www.lifeinthemix.info/institute-government-annual-reports-accounts-2009-10-11/
'Just think of the role that The Institute for Government ....played for preparing the ground for a hung parliament and enabling the creation of a coalition government...’
note the expression 'preparing the ground', from their own annual report.
Unless Andrew Adonis, who quotes this, doesn't know what the Institute for Government is about, since he was then director he should have done.
the missing dots (......) should be . 'and the Constitution Unit' which comes from the original speech, which Andrew Adonis, in this introduction, is quoting from.
The Constitution Unit is : 'The UK's leading research body on constitutional change'
So, the 'Constitution Unit' was also 'preparing the ground for a hung parliament'.
What, sort of 'constitution' are they talking about?

Postal vote fraud: 50 criminal inquiries nationwide amid fears bogus voters could swing
Wow, what a shocking scale considering their are over 60 million people in the UK.
We all know that who is elected is dependent on the swing of a minority of seats. What's the point of electoral fraud if not to change the result that the voters would have brought about? Stop Smoking Dope doesn't know because, as we have been told today, dope makes you stupid and he hasn't stopped.

Because fools do stupid things and are blind to the truth.
There is no point, unless you do it big enough. Trouble is: if you do it big enough, it is easy to detect and you get caught. So either do it itny and get away with, or do big and get caught. Either way, you can't make an effective difference.
You think that because people do it, then it must be because it makes a difference.
You are a fool. Plenty of people do stuff that makes no difference whatsoever and yet are deluded into believing they have. Just read indymedia and you will find many examples.
