U.S. Prisons Used to House Muslim, Animal Rights and Environmental Activists

The government is using secretive prison facilities on U.S. soil, called Communication Management Units, to house inmates accused of being tied to “terrorism” groups. They overwhelmingly include Muslim inmates, along with at least two animal rights and environmental activists.

Little information is available about the secretive facilities and the prisoners housed there. However, through interviews with attorneys, family members, and a current prisoner, it is clear that these units have been created not for violent and dangerous “terrorists,” but for political cases that the government would like to keep out of the public spotlight and out of the press.

Over the past decade, Stop Huntingdon Animal Cruelty—SHAC—has waged an international direct action campaign against Huntingdon Life Sciences, Europe’s largest contract animal testing corporation. By targeting investors and business partners of HLS, SHAC repeatedly brought HLS to the brink of collapse; it took direct assistance from the British government and an international counter-campaign of severe legal repression to keep the corporation afloat.

In the wake of this campaign, there has been talk of applying the SHAC model in other contexts, such as environmental defense and anti-war organizing. But what is the SHAC model, precisely? What are its strengths and limitations? Is it, in fact, an effective model? If so, for what?

This analysis explores these questions in depth, charting the history of anti-HLS organizing and reviewing subsequent attempts to utilize the same tactics.

Wikileaks.org, the site responsible for leaking a multitude of useful documents to media and activists, has posted an article titled, "FBI: Tactics Used by Eco-Terrorists to Detect and Thwart Law Enforcement Operations, 15 Apr 2004," an appraisal of counterintelligence resources in our community.

Though government intelligence is widely known to be an oxymoron, this could lend some insight into their thinking and methodology, acting as a guide to activist counter-intelligence for the animal & earth liberation movement. The document studies the successful methods in which the Animal Liberation Front (ALF), Earth Liberation Front (ELF), Stop Huntingdon Animal Cruelty (SHAC), Earth First! and anarchist groups evade and/or thwart law enforcement methods to gather intelligence.
