The following piece about the present and future of independent media projects was included in the latest issue of the Corporate Watch Magazine, which has just been released, on so-called free newspapers. And since it concerns Indymedia more than any other project, we thought it should be reposted here as well, with the hope that it would contribute to a much-needed debate among IMC UK volunteers and users about the issues raised.

The crisis of the capitalist system affects all countries. Everywhere, government and employers take this pretext to further exploit workers / her. or sector is growing. Youth is no exception: in England

Communiqué Solidaires en manifestation à Londres le 26 mars !
La crise du système capitaliste touche tous les pays. Partout, gouvernement et patronat prenne prétexte de cette situation pour exploiter encore plus les travailleurs/ses. Pourtant, ce sont eux qui sont responsables de cette situation, c’est leur système économique et politique qui est en cause ! Face à cela, les résistances s’organisent. Dans de nombreux pays de fortes mobilisations ont eu lieu ces derniers mois ; leur coordination à l’échelon européen est indispensable. C’est ce que les syndicats européens signataires de cet appel mettent en œuvre.
En Grèce, 8 journées de grève générale ont eu lieu depuis un an. Au Portugal, une grève
générale historique a eu lieu le 24 novembre. En France, un mouvement interprofessionnel a touché le pays de mai à novembre avec notamment une grève prolongée en octobre.
En Espagne une grève générale a eu lieu le 29 septembre, d’autres grèves ont eu lieu
dans l’Etat espagnol le 27 janvier. En Italie des grèves générales ont été organisées
en 2010 et d’autres se préparent pour le 11 mars et le 15 avril, … En Allemagne,
en Pologne, en Suisse, en Belgique, partout en Europe les mouvements locaux
ou sectoriels se multiplient. La jeunesse n'est pas en reste : en Angleterre,
en Italie, en France, elle a manifesté sous ses propres mots d'ordres...
Nous ne voulons pas payer la crise d’un système qui n’est pas le nôtre !
Face à leurs attaques coordonnées …
Alors que la situation actuelle n’est que l’aboutissement logique du système
qu’ils entretiennent, patrons et gouvernement essaient de faire croire
qu’il faut des mesures exceptionnelles pour un moment exceptionnel.
Mais en réalité, il n’y a rien d’exceptionnel :
ils et veulent juste continuer à s’enrichir, au détriment de celles et ceux qui ne vivent que de leur travail !Les attaques que nous subissons de chaque pays européen ont toutes
les mêmes caractéristiques :destruction des services publics, augmentation de la précarité et du chômage,
remise en cause du droit à la retraite et à la santé, … Il s’agit d’appliquer
les ordres du Fonds Monétaire International et de la Banque Mondiale,
organismes internationaux créés pour défendre les puissant-e-s.
… Organisons-nous ensemble, pour gagner !
Face à cette situation, la solution ne viendra pas de négociations
sans rapport de forces. Passer des accords, signer des pactes
dans ces conditions, c’est accepter les diktats, c’est tourner le dos
aux intérêts des travailleurs/ses. Pour nous, le syndicalisme a comme
rôle de défendre les intérêts des travailleurs/ses et de construire une
société plus juste : cela passe par un refus des « plans de rigueur »,
non par leur accompagnement.Un mouvement de grèves et manifestations est nécessaire à l’échelle
européenne. Pour le mouvement syndical, la priorité doit être à
construire une telle mobilisation européenne et non pas s'engager dans
des négociations avec le patronat pour accepter des accords ou des pactes
appliquant les plans de rigueur décidés par la Banque Mondiale
et le Fonds Monétaire International. Construisons ensemble
ce mouvement syndical européen et cette mobilisation sociale,sans sectarisme ! Notre soutien à cette manifestation des syndicats
britanniques est un des jalons dans ce sens.

ESOL Cuts Will Devastate Language Education

ESOL teachers and students are campaigning to defend ESOL programmes. They are warning that Government cuts in ESOL funding will devastate language provision for people who don’t speak English as their first language.
Currently, ESOL classes are free to students in receipt of a range of benefits, including Job Seekers Allowance, Income Support, Working Tax Credits, Housing Benefit, or Council Tax Benefit. Others pay subsidised fees for classes.
But the government has proposed cuts amounting to 50% over 3 years. From September 2011, only those getting JSA and some receiving the new Employment Support Allowance, will be entitled to free classes. The cost of classes is also expected to rise to around £900.
In Nottingham, 76% of students do not receive JSA or ESA and are currently studying on free courses or paying subsidised fee rates. They will be expected to pay fees for the first time or fees that are 50% to 66% higher than before. This includes people in low waged employment, spouses of people receiving benefit and asylum seekers who have £35 to £39 a week to live on.
Campaigners warn that this will price many students out of learning English.
Campaigners have argued that these new measures discriminate in particular against women, who make up over half of current ESOL students in Nottingham. They argue further that it will make it more difficult for those who don’t speak English as their first language to find sustainable employment, access services, support their children in schools or to participate in society. They point out that many migrants bring important skills and experience to the UK and are keen to contribute to the society.
As a result of these cuts, the government will have to pay more for interpreters, whilst non-English speakers will find themselves caught in a trap of low-waged, insecure work.
Campaigners are angry that the Government has not carried out a credible assessment of the impact of these proposals, and the likely effects on individuals and the wider community. Rather, the Government seems to have the view that migrants simply come to the UK, learn the language and go home.
A spokesperson for Action for ESOL said:
“It is not to join ESOL classes and learning a new language is always difficult for adults. There are strict residency rules to meet before a person can join a class. Many may then wait months because there are not enough classes. Many juggle class times with long unsocial or irregular work hours. Many people on low wages may struggle with the current fee rates.
We are calling on the Government to rethink this disastrous policy. It will leave many people without the opportunity to learn English. It contradicts every statement the government has made about the importance of migrants learning English”
ESOL teachers and students have declared 24th March to be a Day of Action to protest against the Government’s policies on ESOL. In Nottingham there will be a public meeting in the Market Square at 3.30pm. Students, friends and tutors will use placards and speakers to demonstrate the importance of English classes. Action for ESOL is a national campaign alliance, and includes the lecturers’ union, UCU, the Refugee Council, the National Association for Teachers of English and Community Languages to Adults, trade unions and other organisations.
In Nottingham it is estimated that there are around 3000 to 3,500 ESOL learners in addition to 800 people currently waiting to join classes.

Granting an order for possession and an injunction against Haw and Tucker, Mr Justice Wyn Williams said: "As is apparent from this judgment, I have concluded that the claimant has adduced substantial evidence which justifies the conclusion that the making of orders in this case is proportionate."
"We are not asserting criminal damage, occupation of large parts of Parliament Square or any particular activity of Mr Haw and Mrs Tucker in Parliament Square. "We are saying that their occupation of a part of it is, by itself, what we are concerned about."
The nature, duration and location of the protest were within Article 10 and 11 of the human rights act, which cover freedom of expression, association and assembly, and could only be challenged with if there was a pressing social need.
But, added counsel: "The greater the extent of the right claimed, the greater the risk of that right having to be curtailed to protect the rights and freedoms of others."
Today, a spokesman for the mayor said: "The mayor is pleased that the high court has supported previous rulings to return possession of Parliament Square Gardens to the Greater London authority (GLA).
"The court of appeal had previously made a special case for Brian Haw and Barbara Tucker that they could continue to sleep on the grass area controlled by the GLA on a temporary basis while their case was referred back to the high court for conclusion in this matter.
"The high court has now concluded that neither party should be allowed to continue to sleep on the GLA-controlled grass. The perimeter fences will be adjusted accordingly."
It is reported that Brian , Barbara and their supporters plan to appeal.

Due to the lack of information from the press, we suppose that the protests took place against repression on a smaller scale, perhaps at the hands of Libyan security forces who, when faced with the success of these uprisings, did not want to face their people. Therefore it is presumed that those who are using military strategies are mercenaries. It is very difficult to know where these soldiers are coming from and whether they form part of private military organisations, which are playing an increasingly important role in current armed conflicts. It is also difficult to know what arms we are talking about when we hear the news that fighter planes and helicopters are shooting at the civilian population. However, it is not impossible to find out this information.

Gaddafi's son confirms possession of Heckler and Koch weapons
On February 28, 2011, CBS News showed a clip of Saif al-Gaddafi addressing a group of supporters in Tripoli. Holding a Heckler and Koch G36 assault rifle in the air, he told the crowd that "weapons are on the way."
He later confirmed the make of his weapon during an interview with Channel 4 News Correspondent Jonathan Miller. Miller asked Gaddafi about the AK47 he could be seen holding in the news clip. To which Gaddafi replied, 'that was not an AK that was a Heckler', in a tone to imply he had been insulted by the suggestion he would be seen with such old technology as an AK.
