For the first time in a long time I heard a major news organization in the USA mention yesterday that over 3% of US adults are under correctional supervision. 1 in 32 adults. Think about it. It got this bad in only 20 years. I believe it can happen anywhere if people fall for "law and order" rhetoric and hate and drug war.
